A Muliti-Objective, Decomposition-Based Algorithm Design Methodology and its Application to Runway Operations Planning

This is a Massachusetts Institute of Technology (MIT) International Center for Air Transportation Report, prepared by Ioannis D. Anagnostakis and John-Paul Clarke, ICAT-2004-5. Significant delays and resulting environmental impacts are commonly observed during departure operations at major US and European airports. One approach for mitigating airport congestion and delays is to exercise tactical operations planning and control with an objective to improve the efficiency of surface and terminal area operations. As a subtask of planning airport surface operations, this thesis presents a thorough study of the structure and properties of the Runway Operations Planning (ROP)problem. Analysis of the Runway Operations Planning problem revealed that there is a parameter of the problem, namely the demand “weight class mix”, which: a) is more “dominant” on the problem performance functions that other parameters, b) changes value much slower than other parameters and c) its value is available earlier and with more certainty than the value of other parameters. The potential merit in decomposing the ROP problem in two stages and the resulting utility of the two-stage solution algorithm are evaluated by performing benefits analysis across specific dimensions related to airport efficiency, as well as stability and robustness analysis of the algorithm output. Access to Air Travel for Disabled Persons and Persons with Reduced Mobility : Code of Practice 2008

This code of practice has been produced by the UK Department for Transport to improve the accessibility of air travel to disabled people and people with reduced mobility. It is aimed at those involved in air travel, including travel agents, tour operators, airlines, airports, ground handling companies and retailers. The document is not intended to be a guide for disabled people themselves (for whom separate documentation is available from the Disabled Persons Transport Advisory Committee) but does define minimum standards of care, as set out in the European Voluntary Commitments on Air Passenger Rights. This is the latest revision of the code which was originally published in 2003. The document is available in pdf format.


Aerodrome Safeguarding

This site provides the full text of a UK Department for Transport (DFT) consultation document entitled 'Safeguarding of aerodromes, technical sites and military explosives storage areas'. The document describes the background to the safeguarding of aerodromes and technical sites and gives the proposals of the Secretary of State and the Minister. Aeronautical Study from Aeroports De Paris (AdP)on Runway and Shoulder Width

This document provides information regarding the accommodation of A380 at Charles De Caulle airport in paris on runways 1 (09R/27L) and 2 (08L/26R). This study published by the managing directors of the airport. The justifications of the differences between the ICAO code F specifications and the provisions planned to accommodate the A380 are provided. The proposed provisions by Aéroports de Paris (AdP) for the A380 accommodation on these runways comply with the recommendations of the A380 Airport Compatibility Group (AACG). Evaluation of the level of safety as well as the methods used, also identified by the AACG study.


Air and Rail Competition and Complementarity : Final Report

This provides access to a European Commission Report dated August 2006. The opening of high speed lines has enabled rail transport to obtain significant market share on routes where time sensitive passengers would previously have travelled by air, such as Paris-Lyon and Madrid-Seville. However, the expansion of low cost airlines means that on some routes, particularly in Germany and the UK, prices for air transport are now similar to or below prices for rail transport. This could have the potential to reverse the switch in market share. In addition, the construction and maintenance of high speed rail lines requires significant public funding, at a time when there are a number of competing claims on resources. Air Rail Links : A Guide to Best Practice

This is a document produced jointly by the International Air Rail Organisation (IARO), the Air Transport Action Group (ATAG), and Airports Council International (ACI). The guide is intended to provide a review of what works best when planning and implementing rail links to airports. It draws on the experience of airport and rail operators, and is designed to be of practical value to operators as well as regional planners, airlines, and other service providers or users. Air Traffic Control System Command Center : Real-Time Airport Status Page

This site from the US Federal Aviation Administration provides information on real-time US airport statuses. An active map or drop-down menu allows each airport to be selected and general delay information is given, this includes departure and arrival delays as well as delay by destination. Delays for specific flights are not given. The site also contains a glossary of air traffic management terms, an advisories database which includes a 15 day archive, arrival demand metrics for selected airports, the National Airspace System Status which is refreshed every 5 minutes and Coded Departure Routes.


Air Traffic Management Equipment

This provides access to an updated Direction from the Department for Transport dated September 2005. In connection with the transfer by the Civil Aviation Authority, as the regulator, of primary responsibility for the official safeguarding of civil aerodromes and technical sites from itself to the operators of the aerodromes and the technical sites, it has been decided to cancel the Town and Country Planning (Aerodromes and Technical Sites) Direction 1992, which was issued with Department of the Environment Circular 2/92 (Welsh Office Circular 5/92) and to issue in its place an updated Direction. Air Transport Action Group (ATAG) Home Page

The Air Transport Action Group (ATAG) exists to lobby for improvements to aviation infrastructure in an environmentally responsible manner. The site provides access to several full text reports including 'Aviation and the environment' 'The economic benefits of air transport', air traffic forecasts for Europe, the United States and Asia and the Pacific in HTML format. The site also gives information about the activities of the Group.


Air Transport and the Environment

This report examines and clarifies the impact of air transport on the environment and highlight efforts to minimize environmental damage. The contents of the document cover the following: aircraft noise; fuel consumption and energy efficiency; aircraft emissions and global warming; infrastructure and landuse; capacity and congestion; and, airports and the environment. The report was carried out by The International Air Transport Association (IATA) and the Air Transport Action Group (ATAG), through the Environmental Task Force and the Infrastructure Action Group. Air Transport Intelligence

Air Transport Intelligence (ATI) is an online subscription service for the global air transport industry. It provides 24 hour news coverage, extensive databases on airlines, airports, aerospace manufacturers, aircraft and flight schedules. It also contains searchable archives of its sister publications Flight International, Airline Business and Flight Daily News. A premium service is also available allowing access to further specialist data and information. A free trial can be requested.


Air Transport White Paper Progress Report 2006

This document reports on progress on the policies and proposals set out in the Government’s long term strategy for the development of air travel to 2030 (The Future of Air Transport), drawn up in 2003. The original White Paper committed the Government to ensuring that aviation reflects the full costs of its climate change emissions, placed restrictions on expansion at Heathrow unless limits on noise and air quality could be met, and rejected proposals for increased capacity at a number of airports in favour of making better us of existing ones while recognising that aviation is beneficial to both individuals and the economy. This update takes into account the findings of the Stern Review, and discusses emissions trading, the Government’s commitment to reduce emissions by 60% by 2050, and strategies to reduce the impact of expansion in the aviation industry. Aircraft Accidents and Railway Investigation Commission

The Aircraft and Railway Accidents Investigation Commission was established to investigate the causes of aircraft and railway accidents from the viewpoint of a fair and impartial stance, and help to prevent accidents. The commission assembled on October 1,2001 from the previous Aircraft Accidents Investigation Commission. It is part of Ministry of Land, Infrastructure and Transport in Japan. The major duties of the commission are to conduct investigation to ascertain the cause of aircraft and railway accidents. The commission has to investigate into aircraft and railway serious incidents(situations which are recognized to carry the risk of an accident),from the point of view of preventing accidents. Also to make recommendations and proposals for measures to prevent aircraft and railway accidents on the based of the results of the investigation. Finally, to conduct the research and studies necessary in order to carry out these duties.


Airfields Environment Trust (AET)

Founded in 1978, the AET is a UK charitable trust which aims to advance knowledge and understanding of aviation's environmental and amenity impacts, through research and education. The site has some backgound information on the Trust and its funding sources, and describes its education and research activities. The site also provides access to the Trust's Aviation and Environment Databank. This contains information which has been compiled, contributed and reviewed be experts in the field. The information is arranged under a number of heading including, UK Policy, Planning, Demand for Air Travel, Economics and External Costs, Sustainable Development, Airport Waste Issues, and General Reports and Publications.


Airliners.net

This source is primarily dedicated to aviation photographs, with an archive of 65,000 images of individual aircraft and aerial photographs of airports. A search engine enables the location of specified photographs by aircraft type, airline, category, country/airport and keywords. The site also includes a small number of aviation-related discussion forums, covering general aviation, aviation interests as a hobby, aviation photography and photograph requests. It also features up-to-the-minute industry news, provided by PRNewswire, and an online shop, supplying a wide range of aviation-related books, videos and general goods. There is also a section dedicated to aircraft data and history that covers about 400 aircraft types and includes data like powerplants, production, performance etc. There is also a facility available for booking online air tickets and reserving hotel rooms.


Airport Air Traffic Services : Consultation on Proposed Charging Methods

This consultation paper was produced by the Civil Aviation Authority, at the request of the Department of Transport, to review the way in which airport air traffic services are charged, and to advise whether direct charging of airlines should be an option at all airports or should be discontinued. Airport and Air Traffic Control System

This report was produced by the U.S. Congress Office of Technology Assessment in January 1982. It presents the findings and recommendations of an OTA study of airport capacity and related air traffic control issues. The report is made available as part of the OTA Online Archive. Airport Business Practices and Their Impact on Airline Competition

The web site provides access to a full text report titled: Airport business practices and their impact on airline competition; FAA/OST Task Force Study, Department Of Transportation, October 1999. The report describes the Task Force's study, which addressed two main issues: whether certain airport business practices discourage or prevent the entry of new carriers or restrict competition among existing carriers; and the impact of Passenger Facility Charges on airport capacity and airline competition. Airport Capacity : Challenges for the Future

This web site provides access to a European Civil Aviation Conference document titled: ECAC/EU Dialogue with the European air transport industry : Airport Capacity - Challenges for the Future, proceedings, Salzburg 15-16 April, 1999. The Dialogue proceedings contains 23 presentations dealing with various aspects of airport capacity and covering: congestion, optimizing use of existing capacity, and extending capacity. Airport Capital Improvement Plan

The US National Airport Capital Improvement Plan (ACIP) is a planning tool for identifying critical development and associated capital needs for the National Airspace System. It also serves as the basis for the distribution of grant funds under the Airport Improvement Program. It is available in full text in PDF format.


Airport Cost Allocation : Report for the Civil Aviation Authority (CAA) by Europe Economics

This report is intended to help assess the cost allocation issues which would be involved in a possible move to a "dual till" system of regulation. It describes current regulation, and sets out the principles of the "dual till" system, in which airport activities are divided into aeronautical and non-aeronautical activities, and only the costs and revenues from the aeronautical activities are taken into account when setting charges for the airport. Airport Ground Vehicle Operations : An FAA Guide

This guide from the Federal Aviation Administration (FAA) provides a general overview of safe procedures for driving on an airport. It is very readable, and is illustrated with clear and well-presented diagrams and photographs. The document is divided into sections covering airport basics, controlled and non-towered airports, and communications. A self-assessment quiz is also included, with answers displayed at the bottom of the page. The site also lists pamphlets, books and videos for further information. The entire booklet (420KB) can also be downloaded.


Airport Operations

This is a bimonthly newsletter (established in 1974), published by the Flight Safety Foundation. It has now been superseded by Aerosafety World. Airport Operations has reported on technical problems that have hindered explosives detection at U.S. airports; the latest efforts to reduce bird-strike hazards at airports; an analysis of pushback accidents; and new developments in radar technology and satellite systems that promise to reduce runway incursions. Airport Operators Association (AOA)

The AOA is a trade association of UK airport operators. Its principal role is to represent the interests of its members to UK government and other regulatory bodies. The site provides a membership listing and links to their web sites, an events diary, contact information, and links to related sites. There is a news section which contains news items, press releases and policy statements. The site also includes a jobs service and a members only area.


Airport Research Needs : Cooperative Solutions

This provides access to the text of a Transportation Research Board (TRB) report, prepared by the Committee for a Study of an Airport Cooperative Research Program, Special Report 272, dated 2003. The report evaluates the applicability of the techniques used to fund and administer research under the National Cooperative Highway Research Program and the Transit Cooperative Research Program to the research needs of airports. Airport Review-Policy Issues (December 2005)

The CAA has today published its first major consultation paper on its policy for the forthcoming reviews of airport price controls at BAA's Heathrow, Gatwick and Stansted airports, and at Manchester Airport. The paper executive summary is available here. A 4-page non-technical guide is also available, as is the presentation used at the press and analyst briefings.


Airport System Development

This report was produced by the U.S. Congress Office of Technology Assessment, OTA-STI-231, in August 1984. It presents the findings and recommendations of an OTA study into the condition and future needs of US airports, and focuses on possible solutions to problems of operational capacity and air travel delay. AirportNet

AirportNet is the official site of the American and International Association of Airport Executives. The majority of the site is available to the public, but there are sections which are only available to members. The site provides a wide range of information and services for professionals in airport management, including details of newsletters, magazines and other publications, and incorporates a search engine for searching public areas of the site. Visitors must register for the conference centre, but registration is free.

The Airports Council International (ACI), is the international non-profit making association of the world's airports. Its major goal is to promote co-operation among its member airports and with governmental, airline and aircraft manufacturing organisations. This is the home page of its Latin America and the Caribbean regional office. Airports Council International (ACI) - North America

ACI-NA is a membership organisation representing approximately 150 states, regional and local governing bodies that own and operate the principal airports served by scheduled air carriers in the United States, Canada and the Virgin Islands. The site includes a calendar of ACI events; a 'Research Library' which houses a variety of publications written by ACI-NA staff, as well as airport and associate members; statistical information; news headlines and legislative affairs. Other links give access to information about economic affairs, legal aspects, and technical and environmental affairs, as well as links to related sites in airports and air transport.


Airports Council International - Pacific Region

The Airports Council International (ACI), is the international non-profit making association of the world's airports. Its major goal is to promote co-operation among its member airports and with governmental, airline and aircraft manufacturing organisations. The ACI Pacific Region represents 160 Pacific Rim airports. The site gives detailed background information about the organisation, announcements and press releases, reports about current industry issues, and online newsletter in PDF format, conference paper search facility, bulletin board, forthcoming conferences and workshops, and links to member sites. Airports review – policy update (May 2006)

The policy document has been produced as part of the price control review of BAA's designated airports (Heathrow, Gatwick and Stansted), which is leading towards new price controls being set in early 2008 for the five years starting April 2008. This document summarises responses to the CAA's first major consultation on the review, launched in December 2005, and provides an update on the CAA's policy thinking which will shape its forthcoming initial price control proposals, to be issued in September 2006. The document also sets out the CAA's views on the implications for the future financing of airports, in the context of the proposed acquisition of BAA pl.CAA has issued the statement on its timetable for the review. ACC Stansted and BAA has responded to the document.


AirportWatch

This is a pressure group which is opposed to the airport and runway expansion plans outlined in the UK Government's White Paper, The Future of Air Transport, published on 16 December 2003. The site describes the group's aim, contains news stories, press releases, and a series of briefing sheets. There are links to related resources including the Department For Transport's consultation documents and background technical reports, as well as Flying Into Trouble, a report by some of the UK's leading environmental organisations.


AIT : Aviation IT Online News

This site provides news updates on all aspects of aviation information technology, with the facility to create RSS feeds. News archives are available, with the news organised into topics such as airline operations, air cargo and air traffic management. The site also includes an aviation software directory.


Alternative Allocation Mechanisms for Slots Created by New Airport Capacity

This report, produced by DotEcon Ltd., considers alternative allocation mechanisms for the allocation of significant amounts of new air capacity at congested airports. This is important because to UK Government supports the development of two new runways at congested airports in the South East of England within the next 30 years, but at the same time wants to see scarce airport resources used efficiently, which would be more likely if market based allocation mechanisms were used. The report is 147 pages long, and is in pdf format.


Appraisal Framework for Airports in South East and East of England

This document is about the development of an appraisal framework to be applied to the alternative ways of dealing with demand for more airport capacity in the South East and Eastern regions of England (henceforward, for simplicity, the "South East"). The site provides detailed information about the capabilities of the software and gives the opportunity to download a demo version. ARINC Home Page

ARINC Inc. develops and operates communications and information processing systems and services for the aviation and travel industries. The company operates global networks that use both airline-proprietary and standard open protocols. ARINC supports the aviation industry with voice and data radio communications through the shared use of the assigned frequency spectrum and radio facilities, as well as satellites. ARINC also provides guidance for establishing avionics and other technical standards for the global air transportation industry and represents the aviation industry in international forums. The ARINC web site provides access to a range of resources including: corporate information, history, overview and annual report. The web site features ARINC's products, services and industry activities, in activity areas such as air/ground communications, airports systems, and information systems and services.


ASCE'S Civil Engineering Database

The American Society of Civil Engineers (ASCE) has produced this searchable database of over 80,000 bibliographic and abstracted records, from its publications, including twenty-five journals, conference proceedings, books, standards, manuals, magazines and newsletters, going back to 1975. The database allows keyword, author, title, and date searching. Terms may be combined using and/or/not (boolean) operators, and words can be stemmed, eg structur*, in order to retrieve multiple word-endings. A list of keywords is available, and these can be "cut & pasted" into the keyword search field. Search tips are available. Aerospace Engineering is one of the subject areas included.


Assessment of Technologies Deployed to Improve Aviation Security : First Report

This web site provides access to a report prepared by the National Research Council's Panel on Assessment of Technologies Deployed to Improve Aviation Security, National Academy Press, 1999. The report assesses the operational performance of explosives-detection equipment and hardened unit-loading devices (HULDs) in airports and compares their operational performance to their laboratory performance, with a focus on improving aviation security. Association of European Airlines (AEA) : Summary of Traffic and Airlines results (STAR)

This is a companion volume to the AEA Yearbook. It contains a wealth of passenger and cargo data, by airline and by region. At the aggregate AEA level there is yield and revenue information.


Audit of SQR Measures at Heathrow and Gatwick Airports : Final Report

This provides access to a UK Civil Aviation Authority document dated July 2009. Heathrow and Gatwick Airports are each subject to a service quality regime (SQR) by which they pay rebates in airport charges to airlines where certain standards are not reached in respect of: Security queuing; Passenger perceptions of service quality; Asset availability; An aerodrome congestion term. In addition a bonus regime is in operation whereby BAA receives additional payments if its service exceeds certain thresholds in the passenger perception measures and the availability of passenger sensitive equipment and arrival carousels. Aviation and the Environment : Airport Operations and Future Growth Present Environmental Challenges

This provides access to a United States General Accounting Office (GAO) report, GAO/RCED-00-153, dated 2000. It presents the results of a GAO review of the key concerns and challenges associated with airports' current operations and future growth, including aircraft noise, water quality, and air pollutant emissions. It also examines the actions being taken by airports to balance operations and growth with these environmental concerns, as well as the actions being taken by the Federal Aviation Administration (FAA) and other federal agencies to address these concerns. Aviation Information Resources (AIR)

AIR is an aviation publishing and editorial services company providing a broad range of editorial, internet research and online content services to the commercial aviation industry. The site provides a brief description of the company and the services it offers. AIR compiles and publishes Airline Industry Update, a free business-to-business newsletter that provides a twice-monthly round-up of news and information from airlines and airline suppliers around the globe. An online form is available for those wishing to register to receive the newsletter electronically. An Aviation Data Pages section is also available and this comprises of three main elements: a Country Index providing basic information on all countries of the world; an Airports index which links to contact details for the world's main airlines and a Ground and Cargo Handlers index which provides a comprehensive directory of companies throughout the world.


Aviation Reference Desk

This site is maintained by a team of aerospace professionals and consists of a large number of links to aerospace-related sites on the Internet. Links are organised into several categories namely commercial transport, business aviation, general aviation, defence and space, industry news, key organisations, aerospace suppliers, engineering and jobs, forthcoming events and enthusiasts' sites. Each category can be browsed. The site primarily links to US sites.


Aviation Security International : the Journal of Airport and Airline Security

This bimonthly magazine covers security issues within the aviation industry. Although only subscribers can view the full text of the magazine, there is a considerable amount of content that can be viewed free of charge. This includes the editorial of each issue and 'Airwatch', a record of incidents of hijacks, attempted hijacks, air rage, sabotage and airport attacks. A buyers guide provides details of suppliers of products such as weapons detector devices, access control products and baggage reconciliation equipment.


Aviation Week : Aerospace Source Book

This provides brief company profiles of aviation and aerospace companies grouped under the following headings: Prime Contractors; Major Airlines; Regional Airlines; and Cargo Airlines. The profiles can be viewed online in PDF format. The Aerospace Sourcebook also provides access to a series of articles which examine various market sectors including fighters, bombers, commercial and military transports, air freight, UAVs, trainers, rotorcraft, spacecraft, missiles, and avionics. BAA Aviation Photo Library

This is a specialist collection of airport and aviation photography. It offers imagery of generic airport and aviation life, including: aircraft, aerial views, runways, security, retail, Heathrow's Terminal 5 development and a section dedicated to London Landmarks. Bioremediation of Aircraft Deicing Fluids (Glycol) at Airports

This final report (DOT/FAA/AR-97/81) was published by the Federal Aviation Administration (FAA) in August 1998, and was written by Donald W. Gallagher. It describes the work done to determine the effectiveness of various aerobic bioremediation techniques for reducing the biochemical oxygen demand (BOD) of aircraft deicing fluid runoff. Primary emphasis has been placed on laboratory and field demonstrations of bioremediation systems using various combinations of inocula (bacteria), nutrient mixes, enzyme mixes, and ultrasonic stimulation [extracted from FAA abstract]. Boeing Company : Airport Technology Services

The site proves access to a range of product information relating to Boeing and McDonnell Douglas commercial aircraft which is intended to assist the planning, engineering and evaluation of airport facilities and their functions. The site includes aircraft planning and product manuals (pdf format) which provide, in an industry standardized format, aircraft characteristics data for general airport planning. Sections within each document include: Aicraft Description, Aircraft Performance, Ground Maneuvering, Terminal Servicing, Operating Conditions, and Pavement Data. There are also downloadable three-view aircraft drawings (plan, side and front views) in AutoCAD format (.dxf) for airport planning purposes. Note, these files have been compressed in .zip format. British Air Transport Association (BATA)

BATA is the UK airlines trade association. Its role is to represent the interests of its member UK airlines to government, airports, and other industry regulators and suppliers. BATA's interests and activities cover: airports strategy and regulation, ATC capacity and performance standards, air transport and the environment, and aviation safety and security. British Airports Group

This aim of the B.A.G. is to represent UK companies that are seeking involvement in civil aviation and airport developments overseas. BAG's membership currently consists of over 200 companies of all sizes whose products and services are required in the strategic planning, finance, design, construction, equipping, securing, management and operation of airports and air traffic control systems. Its secretariat operates as an autonomous body under the umbrella of the Society of British Aerospace Companies (SBAC). Civil Aviation Department Hong Kong (CAD)

The CAD is responsible for the safe operation and regulation of the air transport system in Hong Kong. Competition Commission Report : BAA PLC : a Report on the Economic Regulation of Airports Companies (Heathrow Airport Ltd, Gatwick Airport Ltd and Stansted Airport)

Consultation on the introduction of sanctions for misuse of airport slots

This is a United Kingdom Department for Transport (DfT) consultation document, published 14 July 2005. Article 14.5 of the European Regulation 793/2004 places an obligation on Member States to put in place, in the circumstances specified, sanctions to deal with repeated and intentional misuse of slots by airlines. This is to ensure that where airport capacity is scarce, the available capacity is used efficiently and distributed in a fair, non-discriminatory and transparent way. Enforcement measures and sanctions have been introduced with the aim of discouraging misuse of slots and thereby maximising the effectiveness of the slot allocation system. This consultation aims to gather views on the most appropriate way for such a system to be established at the UK's coordinated airports (Heathrow, Gatwick, Stansted and Manchester). The Consultation consists of a number of documents including: a covering letter, background and objectives, the questions beind asked, deadline for responses and next steps. This follows the publication of the integrated transport policy White Paper 'A New Deal For Transport: Better For Everyone' which was published on 20 July 1998. It includes proposals to take powers to help airports to enforce mitigation measures. Departamento de Aviação Civil (DAC)

The Civil Aviation Department (DAC) of Brazil is part of the Aeronautical Command of the Ministry of Defense. DAC's mission is to study, guide, plan, control, stimulate and support the activities of public and private civil aviation in Brazil. Within the DAC structure there are four Sub-departments responsible for Planning, Infrastructure, Operations and Technical. DAC also includes the Civil Aviation Institute (IAC) and the seven Regional Services of Civil Aviation (SERAC), which are spread throughout the country. Department for Transport: Air Traffic Forecasts for the United Kingdom 2000

This document sets out the Department for Transport (DFT) 2000 forecasts of air passenger traffic at UK airports, up to the year 2020. The primary role of the Aviation and Airports Policy Division is to advise the Australian Government on the policy and regulatory framework for the aviation and airports industries. ECAC/EU Dialogue with the European Air Transport Industry : Air Passenger Rights

Economic Regulation and Incremental Costs

This is the full text of a consultation paper dated February 2001. It is published by the UK Civil Aviation Authority (CAA) and considers the estimation of incremental costs and the role they should play in the regulatory oversight of the designated airports. EMEP/CORINAIR Atmospheric Emission Inventory Guidebook

This 3rd edition, September 2003 update has been prepared by the expert panels of the UNECE/EMEP Task Force on Emission Inventories, and published by the European Environment Agency. The Guidebook is designed to provide a comprehensive guide to the state-of-the-art of atmospheric emissions inventory methodology for each of the emission-generating activities listed in the current versions of the Selected Nomenclature for Air Pollution (SNAP97). European Aeronautics Science Network (EASN)

This is a three year funded project which aims to bring the European universities with aeronautics activities into an integrated network, operating in parallel with industry and the national research establishments. EASN has a Steering Committee representing partners to oversee the activities of the network, as well as a number of Interest Groups (IGs) addressing various thematic issues. There are 10 interest areas covering Flight Physics, Aerostructures, Propulsion, Aircraft Avionics Systems and Equipment, Flight Mechanics, Integrated Design and Validation, Air Traffic Management, Airports, Human Factors, and Innovative Concepts and Scenarios. European Civil Aviation Conference

The European Civil Aviation Conference (ECAC) is an intergovernmental organisation, which aims to promote the continued development of a safe, efficient and sustainable European air transport system. It seeks to achieve this aim by harmonizing civil aviation policies and practices amongst its Member States; and by promoting understanding on policy matters between its Member States and other parts of the world. Evaluation of Airport Subsurface Materials

This provides access to a U.S. Army Corps of Engineers, Cold Regions Research and Engineering Laboratory Special Report 97-13, prepared by Vincent C. Federal Aviation Administration : Office of System Capacity

The mission of the Office of System Capacity is to identify, develop and implement initiatives that have the potential to increase the capacity of the (US) national aviation system. Federal Aviation Administration Office of Office of Airport Planning and Programming (APP)

The Office serves as the principal organization of the FAA responsible for all Airports programme matters pertaining to national airport planning, environmental and social requirements, airport grants, property transfers, passenger facility charges, and ensuring adequacy of the substantive aspects of FAA rulemaking actions relating to these programmes. Federal Aviation Administration Safety Team

The Mission of the FAA's FAASTeam is to reduce accident rates by conveying safety principles and practices through training, outreach, and education; while establishing partnerships and encouraging the continual growth of a positive safety culture within the aviation community. The site provides acces to a range of resources. The Aviation Learning Center lists a number courses as well as a searchable Online Library, which includes a large number of full text documents. The documents are arranged under a number of browse headings such as Aircraft, Airmen, Airports, Airspace, Airworthiness, Guidance, Standards and Regulations, Human Factors, Reference Materials, and Videos and Interactive Content. The site also provides a link to the Safety Program Airmen Notification System (SPANS), an online event notification facility; to a number of saftey award schemes, safety notices, and FAASteam news stories. Registration for FAASafety.gov is free. Once registered users are able to customize event notification preferences, and receive automatic notification of new events.

Future Heathrow

This is the web site of a lobby group whose aim is to convince people that it is desirable and possible to develop Heathrow in a way that is sensitive to the environment and the needs of the local population. The group comprises a coalition of business, trades unions and the aviation community. The site provides background information on the group, including aims and purpose, composition, press releases and its key campaign themes. Guidance on Air Transport Forums and Airport Surface Access Strategies

The Government's White Paper on the Future of Transport "A New Deal for Transport: Better for Everyone" (Cm 3950) indicated that all airports in England with scheduled services should establish Airport Transport Forums (ATFs) and prepare Airport Surface Access Strategies (ASAS) to feed into Local Transport Plans (LTPs). Draft guidance to airport operators, their potential partners and other interested organisations in delivering surface access improvements, and on the scope, content and handling of ASAS, was published earlier this year. Helicopter Safety was one of the seven separate FSF publications that were superseded by AeroSafety World in 2006. This site provides full text access to the newsletter which was bimonthly and was published by the Flight Safety Foundation, an international organisation concerned with promoting aviation safety concerns. The primary concern of the newsletter was to address specific issues of safety surrounding helicopter pilots and operational personnel. Each issue of the newsletter addresses a single topic. National Consortium for Aviation Mobility (NCAM)

This is a non-profit partnership organisation which aims, in collaboration with NASA's Small Aircraft Transportation System (SATS) programme, to promote the development of a high mobility 21st Century personal transportation system utilizing small General Aviation aircraft. NCAM's mission is to coordinate and integrate the technical work and products of its members, foster technology transfer and standards needed for commercialisation. The site describes the SATS project and the contributions being made by the six NCAM Laboratories. New Large Aircraft

The site, which has been produced by the Federal Aviation Administration's (FAA) Office of System Capacity, is intended to highlight current news, events, and issues surrounding the introduction of very large transport aircraft. The site contains a calendar of events and provides links to sites of related interest. The site also has a New Large Aircraft Issues Document which has been prepared by the New Large Aircraft Facilitation Group. The document identifies the issues that affect the operation of New Large Aircraft in the United States of America. It provides a central repository for issues that affect the airport environment, air traffic control, aircraft rescue and fire fighting, ground service handling, and other relevant operational areas. New Zealand Aviation Security Service

This service is involved in several activities, such as the screening of international departing passengers and their baggage for dangerous items, access controls and searching international aircraft for security purposes. The National Center of Excellence in Aviation Operations Research (NEXTOR) is a joint university, industry and FAA research organisation. This service is aimed at pilots, those who are thinking of a career as a pilot, as well as cabin crew, air traffic controllers, operations, crewing and rostering staff. The main focus of the site are the forums which are divided into several major topic areas including flight deck, aircrew, airline specific, ground operations and regional issues. It is necessary to register (free of charge) to post a message, although the forums can be browsed without registration. The site also contains information and advice to those who are job seeking, information on safety at selected airports, weather and a guestbook.


Project for the Sustainable Development of Heathrow

This site is about the Project for the Sustainable Development of Heathrow which takes forward the commitment made in the Government's White Paper 'The Future of Air Transport' to examine how to make best use of Heathrow's existing two runways, and how a third runway could be added after a new runway at Stansted, whilst complying with strict conditions on air quality, noise and improved public transport access. The project aims to reach a view about whether further development is likely to be consistent with the environmental conditions laid down in the White Paper. The Civil Aviation Authority (CAA) has published a report, Recent Trends in Growth of UK Air Passenger Demand, which sets out an analysis of how growth in different segments of passenger traffic at UK airports has changed in recent years and the likely causes of these changes. It investigates four factors: broader economic trends, competition with other transport modes, aviation cost pressures and attitudes towards the environment. The Future of BAA

This is the fourth report of session 2007-08 of the House of Commons Transport Committee, HC 119, March 2008. It reports on an inquiry into the future of BAA, in particular focussing on the regulatory framework; the quality of service provided; the size and quality of investment; any consequences following from the acquisition of BAA by Ferrovial; the implications of further runway and terminal capacity; and how more competition could be introduced into the market. This document (Cm 6047, presented to Parliament in December 2003) sets out the Government's response to the recommendations in the Transport Committee's July 2003 Report on Aviation. It cross-refers to the White Paper, 'The Future of Air Transport', also published on 16 December 2003 and is available in PDF format.


The Impacts of Future Aviation Growth in the UK : A Report for SASIG

This provides access to a report prepared by Berkeley Hanover Consulting, for the Strategic Aviation Special Interest Group (SASIG), dated December 2000. The report examines the proposition that significant airport expansion is essential to future economic growth in the UK. It examines the maxim that a lower level of airport capacity, though well in excess of current levels, would automatically lead to substantial net disbenefits to the UK economy compared with meeting demand at the higher forecasts levels. The Practicality of Pulsed Fast Neutron Transmission Spectroscopy for Aviation Security

This web site provides access to a report prepared by the National Research Council's Panel on Assessment of the Practicality of Pulsed Fast Neutron Transmission Spectroscopy for Aviation Security, National Academy Press, 1999. The Panel was asked to assess the practicality of using Pulsed Fast Neutron Transmission Spectroscopy (PFNTS) for primary screening of passenger baggage or for screening cargo, compared to currently available x-ray CT-based systems. Transport Canada : Aerodrome Safety Branch

Transport Canada's Aerodrome Safety Branch is responsible for inspecting and certifying airports and airfields. The site brings together a range of information resources relating to bird strikes and aerodrome wildlife control, airport noise and land use, and Safety Advisory Circulars. Some of the specific resources of interest available include bird strike summary reports, the Aerodrome Wildlife Control Procedures Manual, Canadian Aviation Regulations relating to noise and Land Use in the Vicinity of Airports(TP 1247 E). A number of downloadable computer programs are also available. The Noise Exposure Forecast (NEF) computer program calculates forecast noise exposure levels in units of NEF in the vicinity of airports. (nefp.exe: 184 k in size, approx. 3 min to download at 1kbyte/sec). The Noise Exposure Area (NEA) program estimates the area contained within a defined NEF contour level. (neap.exe: 44 k in size, approx. 1 min to download at 1 kbyte/sec). The AIRDIST program calculates the great circle distance and the stage length of a flight between an originating airport and a few thousand airports in Canada, the United States and around the world. Transport Canada : Air Transport

Transport Canada is responsible for the development of transport policy in Canada, and for the regulation of air, marine, rail and road transport. The information on the air transport site is aimed at a number of target groups including passengers, pilots, flight instructors and maintenance technicians. The information presented describes Transport Canada's role in relation to commercial airlines, security, and, the transport of dangerous goods. There are a selection of quick links to news releases, backgrounders (programmes and initiatives), acts and regulations, policy, Civil Aviation Publications, Research and Development, and statistics and forecasts. The site provides provides access to a wide range of resources including: Canadian Aviation Regulations (CARs), Aviation Safety Publications and Videos, Airworthiness Notices, Airworthiness Directives, Guidance and Advisory Materials, Service Difficulty Advisories, and Service Difficulty Alerts. The commercial airlines section includes information on aircraft certification, airline restructuring, cabin safety standards, and Aviation Occupational Health and Safety. The site also provides links to the Civil Aviation Headquarters Directorate, Transport Canada's online publications storefront for civil aviation publications, Transport Canada's Research and Development organisation, the Transportation Development Centre (TDC), and the T-FACTS Information System for statistics and forecasts.


Transport Canada : Aviation Acts and Regulations

The site provides access to the text of the Canadian Aeronautics Act as well as supporting regulations. The regulations include amongst others, Canadian Aviation Regulations (CARs), Air Regulations (New Series), Air Services Charges Regulations, Canadian Aviation Security Regulations, Canadian Computer Reservation Systems (CRS) Regulations, and Airport Zoning Regulations. There are also links to the Canada Transportation Act and Regulations, Canadian Transportation Accident Investigation and Safety Board Act and Regulations, Carriage by Air Act, Civil Air Navigation Services Commercialization Act, the Department of Transport Act and Regulations, and others. The text can be viewed online in HTML format.


Transport Canada : Civil Aviation Directorate

The Civil Aviation headquarters directorate determines program contents, policy and standards, while the regions deliver the Civil Aviation Program. The site links to information on the Directorate's various areas of responsibility including aerodrome safety, aircraft certification, aircraft maintenance and manufacturing, air navigation services and airspace, aviation learning services, commercial and business aviation, civil aviation medicine, General Aviation, international aviation and technical programmes, quality assurance, regulatory services, strategic issues and communication, and system safey. Specific resources of note include databases of air operators, airworthiness directives applicable in Canada, approved maintenance, manufacturing and distributor organisations, the Canadian Civil Aircraft Register, Master Minimum Equipment Lists, and an index of Canadian Type Certificates. Other related full text documents include: Flight 2010 which is a safety planning framework for the future.


TranStats : The Intermodal Transportation Database

TranStats aims at providing transportation researchers and analysts, with a "one stop shop" solution for access to transportation statistical data. Produced by the United States Bureau of Transport Statistics, TranStats offers a number of features including: a Searchable Index of over 100 transportation-related data bases across every mode of transportation, with many social and demographic data sets that are commonly used in transportation analysis; Selective download, the ability to choose variables of interest and download the data directly to your PC for analysis using any data base, spreadsheet, or statistical package; Online data documentation, profiles on each data base, summary information about the tables that comprise a data base, data definitions and code information for data variables; Interactive analytical tools, the ability to do simple statistical summaries, create time series or cross tabulations, generate graphics online, and cut/paste results into reports; Interactive mapping, to help visualize geographic data and a Mapping Center with the full National Transportation Atlas Data Base, as well as applications for easily mapping US Department of Transportation (DOT) Grants and several other key data sets. These is a data finder which presents a view of the the individual databases organised by transport mode, by subject and by transport agency.


UK Airports : Report on the Market Study and Proposed Decision to Make a Market Investigation Reference

This report, produced by the Office of Fair Trading in December 2006, sets out the arguments for referring BAA’s current ownership of UK airports to the Competition Commission. The current situation is not believed to be conducive to an environment of competition or value for money. It acknowledges the importance of airports in the aviation industry, and in the light of the Government’s White Paper, The Future of Air Transport, suggests that a discussion as to whether BAA’s continued high share in the UK’s airports is timely. The report is 143 pages long and is in pdf format (2.9 Mb).


UK Airports : Survey Reports

This provides access to a UK Civil Aviation Authority (CAA) publication dated 2007. The Survey Reports contain a wide range of tables showing characteristics and trends of passengers at surveyed UK airports. Some reports are downloadable free of charge and are available in PDF format from the CAA web site. Those that are not can be ordered at a cost of £10 + VAT.


UK-airport-news.info

This site provides news stories about all UK airports. These are put together after print and online news sources have been scanned for relevant stories, and it is updated daily. There is a news page for each of the UK's major airports, in addition to a live flight information page. The site also provides 'airport guides' for selected airports which include information such as eating and drinking, shopping, contact details and plane spotting details.


United States Senate Committee on Commerce, Science and Transportation : Aviation Sub-Committee

This is one of the standing committees of the United States Senate. Its jurisdiction includes civil aviation as well as space policy. This site usefully brings together a range of information resources covering civil aviation policy issues. These resources include press releases, hearings and the testimony of witnesses, bills and committee reports (pdf format), relevant General Accounting Office (GAO), and links to appropriate external Internet sites. However, please note that this site has not been updated since 2001. Details of recent Aviation Sub-Committee hearings are availavble from the following links: 109th Congress; and 108th Congress


Update of London Overspill Forecasts

This provides access to the text of a working note prepared by Alan Stratford and Associates, on behalf of the British Air Transport Association (BATA), dated February 2000. It presents a summary of an analysis carried out to update the forecast overspill of air passenger traffic from Gatwick and Heathrow airports over the period to 2030. The text of the note is available as an MS Word file, from the BATA web site.


Visual Aids Handbook

This provides access to UK Civil Aviation Authority (CAA) paper, CAP 637, compiled by Neil Cargill, current version May 2007. The aim of this reference document is to explain in general terms the purpose and significance of those visual aids currently employed at licenced aerodromes in the UK. The text of the document is available in PDF format (1.8mb), from the CAA's web site.
