A Capabilities-Based Strategy for Army Security Cooperation

This technical report (MG-563-A) was produced by The RAND Corporation in 2007 and was written by Jennifer D. P. Moroney, Adam Grissom and Jefferson P. Marquis. U.S. Army planners working on the problem of multinational force compatibility require a planning framework to guide and focus the service’s long-term compatibility investments with partner armies of varying capabilities. This report defines and describes such a framework, called the Niche Capability Planning Framework. It provides a conceptual template for integrating the various considerations, ranging from U.S. Army capability gaps, to the politics of collaborating with foreign armies, to the coordination of Army and Department of Defense security cooperation activities, implicit in a strategy for cultivating compatible niche capabilities in non-core partner armies, which lack a stable, long-term, collaborative program of assistance with the U.S. Army. The report concludes with specific recommendations for implementing the Niche Capability Planning framework, which should, at a minimum, incorporate analyses of projected Army capability gaps, key partner characteristics, and the resources required to match capabilities with partners in a systematic way. A Swift, Elusive Sword : What If Sun Tzu and John Boyd Did A National Defense Review

This report is from the Center for Defense Information's Military Reform Project, written by Chester W. Richards, it was first published in July 2001 and updated in February 2003. Richards argues that the traditional strategies of Sun Tzu and Col. John R. Boyd USAF could be a solution to the transformation of the armed forces. The paper makes the point that the effectiveness of forces rather than individual weapon systems is of prime importance. The report analyses the strategies of Sun Tzu and Boyd, looks at the role of military force and what makes the force effective, maneouvre warfare and options for a new force structure.

Building Partner Capabilities for Coalition Operations

This technical report (MG-635-A) was produced by The RAND Corporation in 2007 and was written by Jennifer D. P. Moroney, Nancy E. Blacker, Renee Buhr, James McFadden, Cathryn Quantic Thurston and Anny Wong. Ongoing operations and emerging mission requirements place a heavy burden on Army resources, resulting in capability gaps that the Army is unable to fill by itself. This report argues that one way to fill those gaps is by building the appropriate capabilities in allies and partner armies through focused security cooperation. It argues that U.S. Army planners need a more comprehensive understanding of the types of capability gaps that partner armies might fill and a process for matching those gaps with candidate partner armies. The report begins by providing a theoretical context for building partner capacity and capabilities. It then discusses seven illustrative train and equip programs (TEPs) to identify specific lessons to inform Army planning and execution of TEPs in the future. It gives insights on the importance of developing and implementing metrics for security cooperation, an essential step in ensuring that Army activities are successful. The report then identifies U.S. Army capability gaps through a review of strategic and operational guidance documents and Army and joint studies. It outlines a five-step process for matching U.S. Army capability gaps with candidate partner armies, which include (1) determining the relative importance of capability gaps to the U.S. Army in specific situations, (2) considering the level of effort required to build the capability in a partner army, (3) identifying capabilities of shared interest to the U.S. Army and the partner army, (4) identifying candidate partner armies based on past participation in U.S.-led operations, and (5) determining existing partner army capabilities. The process aims to help Army planners identify which capabilities are of mutual benefit to the United States and partner nations. The report concludes with specific recommendations for Headquarters, Department of the Army, which should, at a minimum, include adopting this five-step process and focusing its efforts on those capability gaps that best support joint requirements. [Taken from abstract]. This is a PDF file, so Adobe Acrobat software is required in order to read it.

This report provides a general and high level description of the activities of NATO RTO IST-028/RTG-010, Task Group on Coalition Information Interoperability. The main objectives of the TG were to identify major needs and potential technical solutions to provide information interoperability across NATO coalitions, and with other Non-Government Organisations (NGOs). The work developed along two related but distinct lines, firstly investigating the potential value of ontologies for describing military situations, and secondly using a structured data model approach. The primary results of the work were described in two major events, the first a Workshop held in Paris in November 2003, and with substantial international academic and military specialist support, and the second a NATO IST sponsored International Symposium, held in The Hague, 23-25 September, 2004. This report provides a summary description of these activities, the group’s major conclusions and its recommendations for further work in this important interoperability area. For example a much more focussed investigation on ontologies is needed. Since the objective is to improve coalition interoperability, this needs to be undertaken as a multi-national programme. In this report some of the results and conclusions from the TG are explained in more detail and some of the major problems illustrated. The second aspect was to look in Data Model Structures. The group’s work was led by inputs from the TNO-FEL Netherlands. A table of contents, and the full text of the document can be accessed online in HTML format. Defense Acquisitions : Improved Business Case Key for Future Combat System's Success

This provides access to a US Government Accountability Office Report (GAO-06-564T) dated April 2006. The Future Combat System (FCS) is a networked family of weapons and other systems in the forefront of efforts by the Army to become a lighter, more agile, and more capable combat force. When considering complementary programs, projected investment costs for FCS are estimated to be on the order of $200 billion. FCS's cost is of concern given that developing and producing new weapon systems is among the largest investments the government makes, and FCS adds significantly to that total. Over the last 5 years, the Department of Defense (DOD) doubled its planned investments in such systems from $700 billion in 2001 to $1.4 trillion in 2006. At the same time, research and development costs on new weapons continue to grow on the order of 30 to 40 percent. FCS will be competing for significant funds at a time when federal fiscal imbalances are exerting great pressures on discretionary spending. In the absence of more money being available, FCS and other programs must be executable within projected resources. Today, I would like to discuss (1) the business case needed for FCS to be successful and (2) our recent recommendations to DOD and matters for congressional consideration regarding the FCS program. [Taken from abstract] The full text is available in PDF format so Adobe Acrobat software will be required in order to read it.

Developing Doctrine for the Future Joint Force: Creating Synergy and Minimizing Seams

This is the full text of a paper by Lt. Col. Charles Q. Brown which was presented to the Air Force Institute of Technology in 2004. The Joint Operations Concept (JOpsC) describes how the future Joint Force intends to operate within the next 15-20 years and the key attributes required for full spectrum dominance—fully integrated, expeditionary, networked, decentralized, adaptability, decision superiority and lethality. Recent contingencies displayed rapidly executable, globally and operationally distributed, simultaneous and sequential operations characteristic of the future Joint Force. Despite the success of these operations, they highlighted seams and shortfalls in current joint doctrine. In order for the future Joint Force to fully realize the synergies of air-ground integration, joint doctrine should evolve in several key areas. This paper addresses five focus areas related to future joint air-ground integration: supporting/supported relationships, establishing directives and emerging concepts, synchronization of interdiction and maneuver, joint fires concepts and fire support coordination measures. Using the joint doctrine Command and Control Tenets and JOpsC as a framework, this paper proposes doctrine concepts for the future Joint Force. By its completion, this paper introduces new command and control relationships and processes, joint organizational structures and joint fires concepts. The proposed doctrine concepts offer a framework to analyze the desired future capabilities of the Air Force and Army. The analysis concludes by recommending several avenues to create synergy and minimize seams in future joint operations. [Taken from abstract]. The full text of the paper is available in PDF format and is provided by the Air University ResearchWeb site.

Disjointed Combat Support in Joint Force Operations

This is a full text thesis presnted by Major Michael Saunders (USAF) dated April 2005. Combat support operations at joint-use installations are disjointed.1 The current approach relies on the Services to provide combat support for their own forces on the installation despite similar and in many cases identical combat support requirements. Problems from lack of coordination, differing standards, and duplication of effort are prevalent throughout the U.S. Central Command (CENTCOM) area of responsibility (AOR). This paper will identify and discuss some of the problems with the current method of providing combat support at joint-use bases and will recommend the establishment of an installation Joint Task Force concept to improve the efficiency of combat support operations. Discussion begins with an overview of the challenges that stem from providing combat support and combat service support at joint-use bases. This paper relates to most if not all facets of combat support and combat service support (i.e. engineering, force protection, communications, food services, finance, chapel service, contracting, etc.). However, for the purpose of this study, research was limited primarily to engineering related topics and joint-use installations that supported Air Force and Army operations. The paper provides a review of current combat support doctrine and includes experience from recent operations during Operation ENDURING FREEDOM (OEF) and Operation IRAQI FREEDOM (OIF). The paper considers three alternative courses of action before ultimately recommending the establishment of an installation JTF. Finally, this report recommends steps necessary to ensure the successful implementation of the installation JTF concept. [Taken from abstract]. The full text of the thesis is available in PDF format and is provided by the Air University ResearchWeb site.

Joint Paths to the Future Force. A Report on Unified Quest 2004

This technical report (MG-391-A) was published by The RAND Corporation in 2006 and was written by David E. Johnson, Peter A. Wilson, Richard E. Darilek and Laurinda L. Zeman. The central study question for the Unified Quest 2004 wargame (UQ 04), cosponsored by Joint Forces Command and the United States Army, focused on identifying the concepts and capabilities required to counteract an adversary who, having lost most of his conventional capability, seeks victory through a combination of protracted, unconventional operations and use of WMD. The overarching purpose of UQ 04 was to explore concepts and capabilities that have come together to form joint operational concepts and — continuing a process begun in Unified Quest 2003 — to improve the definition of these joint and future force concepts and capabilities; to identify key issues, insights, and implications raised by them; and to address specific Unified Quest issues. This report provides both a description and an analysis of UQ 04. It identifies that wargame’s scenario, assumptions, central questions and objectives, study issues, and essential elements of analysis. It includes observations by RAND analysts who attended UQ 04 and their assessments of how well the wargame addressed the five study issue areas featured in the game: battlespace awareness; joint command and control; force application; force protection, and focused logistics. The report also includes recommendations and suggestions by the RAND analysts on ways to improve the JFCOM-TRADOC future warfare studies program. [Taken from abstract].
