Accelerating Technology Transition : Bridging the Valley of Death for Materials and Processes in Defense Systems

This site provides access to the full text of the report written by the National Research Council Committee on Accelerating Technology Transition, National Materials Advisory Board, Board on Manufacturing and Engineering Design, and the Division on Engineering and Physical Sciences, published by the National Academies Press in 2004. The report looks at methods to accelerate technology transition into US military systems which will be crucial to the creation of a more flexible fighting force, through identifying lessons that can be learned from commercial design and manufacturing groups who implement rapid technology applications. The report looks at three key areas; creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.

Artificial Intelligence Applications Institute (AIAI)

This research institute is based at the School of Informatics at the University of Edinburgh. It aims to apply research on artificial intelligence for use in industrial, commercial and government areas. It includes details of research projects, courses, staff, publications and events.


Canadian Defence Industries Association

The CDIA is a not-for-profit organisation that represents Canadian defence companies. The web site contains information on the organisation and benefits of membership, details on it members, related links, and the full text of the report A Statistical Overview of the Canadian Defence Industry.


Capturing the Full Power of Biomaterials for Military Medicine : Report of a Workshop

This site provides access to the full text of the report written by the National Research Council Committee on Capturing the Full Power of Biomaterials for Military Medical Needs, the Board on Manufacturing and Engineering Design, and the National Materials Advisory Board, published by the National Academies Press in 2004. The report presents a technology development roadmap to enable the military to enhance its biomedical research and development efforts so that biomaterials technologies that fulfill the military's medical needs can be brought into service as soon as possible thus advancing combat casualty care on the battlefield. The report is divided into three main areas; biomaterials and their importance to military medicine, biomaterials technology assessment and roadmapping, and enabling biomaterials development.


CrossTalk : Journal of Defense Software Engineering

An approved US Department of Defense journal, CrossTalk's mission is to encourage software engineering development in order to improve responsiveness, reliability and maintainability of the US war fighting capability. Its aim is to inform and educate readers about policy divisions and new technologies. The journal is issued monthly and the full text is available online from 1994. Articles cover acquisition, information security, policies news and updates, requirements, software estimation and team software process.


Data Information Fusion Defence Technology Centre

This site provides access to the official website of the DIF, which is one of the UK Ministry of Defence's Defence Technology Centres (DTCs). The DTCs have been set up to bring together industry and academic experts in areas of technology with the MoD so they can work together to improve the UK's defence capabilities. The consortium is lead by General Dynamics UK who are the prime contractors. This site provides brief information on the research programmes which include Multi-Dimensional Fusion, Multi-Sensor Management, Situational Assessment and Human Factors Interface, and Tracking and Target Classification.


Defence Manufacturers Association

Established in 1976, the DMA is a non-profit trade association which represents the British defence industry to UK and overseas government bodies and defence contractors. It contains information about DMA and brief information on topical issues such as defence exports, export controls, international agreements, offsets and major industrial programmes such as the future aircraft carrier and joint strike fighter. There is also an events diary, a list of members and links to websites relevant to the defence industry.

Defence Research Establishment Ottowa (DREO)

This resource provides information on one of the five laboratories gathered under the umbrella of the Defence Research and Development Canada organisation, part of the Canadian Department of Defence. It has information on the organisation's mission statement, the director general, employment opportunities, publications, and related links. Ongoing R and D projects are listed as well as completed ones in areas such as radar, electronic warfare and space technology. The site is also available in french.


Defence Science and Technology Laboratory (DSTL)

Formerly part of DERA, on its inauguration on July 2nd 2001, the DSTL became an integral part of the United Kingdom's Ministry of Defence. DSTL's role within the MOD is to be an impartial source of advice and specialist research, providing high level assessment and integration of research programmes, including international research collaboration. The web site provides a description of DSTL's capababilities in areas such as environmental sciences, chemical and biomedical sciences, countermeasures, detection, sensors and systems, protection science, dispersion physics, material science and armour physics, energetics, electronics, naval systems, land battlespace systems, air and weapons systems, and policy and capability studies. The site provides corporate information; including reports and planning documents; careers information; news and event announcements, technology transfer opportunities, and a description of the DSTL Knowledge Store services. The publications section of the site staff includes a publications list and search facility. Defense Acqusitions : Major Weapon Systems Continue to Experience Cost and Schedule Problems Under DODs Revised Policy

This is the full text pdf version of GAO 06 368, a United States Government Accountability Office Report to Congressional Committees, published in April 2006. The report reviews changes made to the Department of Defense acquisition policy and whether the management of investment in researching, developing and procuring major weapon systems is effective. It assesses the outcomes of major weapons development programmes that have been initiated under the revised acquisitions policy and concludes that changes to policy have not prevented cost and schedule problems. The report highlights that poor execution of the revised acquisition policy is the major cause of continued procurement problems.

This site provides worldwide defence industry and contractor news and is published every week day. The site provides the day's main headlines and links to the sources of information; the headlines are also available as an RSS feed. There is also an archive of news stories divided into browseable categories such as corporations, geographical focus, industry, armed forces, projects and sectors such as aircraft, ordnance, and logistics.


Defense Modeling and Simulation Office (DMSO)

This is the web site for the United States defence research and development office for modeling and simulation. It lists its mission, projects, personnel, links to related web sites and a file library. The main functions of the DMSO are identifying projects for future investment, determining simulation and modeling requirements for their customer 'the warfighter', and validating current projects.


Defense Technical Information Center

DTIC is the central Department of Defense facility for providing access to and facilitating the exchange of scientific and technical information. It provides access to the full text of some unclassified technical reports and research summaries through a Technical Reports database - formerly STINET, and links to related web sites such as the DoDTechipedia.


Digital Library of Massachusetts Institute of Technology Theses

This site is provided by the Massachusetts Institute of Technology (MIT) Libraries and Document Services and MIT Information Systems. The site provides access to the full text of a selection of MIT masters and doctoral theses from 1888 to the present. It is not a complete collection but details of all MIT theses can be accessed via the Barton catalogue and ordered online.

The Defence Science and Technology Organisation forms part of the Australian Department of Defence, which is involved in aeronautical, maritime, electronics and surveillance research. The DSTO publications - technical reports and journal articles - may be discovered both by browsing and searching.


DU Library : Depleted Uranium Information Page

This site is a gateway to primary resources relating to the use of depleted uranium by the military and its effects on health. Provided by the Deployment Health Support Directorate, the Deplted Uranium Information Library provides access to environmental and medical studies, safety and training policy and education documents, and scientific and technical reports. There are also news releases, speeches, briefings, FAQs and related links.


Electro Magnetic Remote Sensing Defence Technology Centre

This site provides access to the official website of the EMRS, which is one of the UK Ministry of Defence's Defence Technology Centres (DTCs). The DTCs have been set up to bring together industry and academic experts in areas of technology with the MoD so they can work together to improve the UK's defence capabilities. The EMRS DTC is funded by the MoD with the Defence Science and Technology Laboratory acting as the contracting authority. The consortium is lead by BAE Systems Avionics Limited who are the prime contractors. This site provides information on EMRS DTC including its organisation and management, press releases, events and full text briefing papers. It also contains details on research programmes which include RF Systems, EO Systems, Transduction Devices and Materials, and Transducer Embedded Processing. There is also information on research proposals which include Battle Damage Assessment and TeraHertz Imaging.


Equipping Tomorrow's Military Force : Integration of Commercial and Military Manufacturing in 2010 and Beyond

This site provides access to the full text of the report written by the National Research Council Committee on Integration of Commercial and Military Manufacturing in 2010 and Beyond and the Board on Manufacturing and Engineering Design, published by the National Academies Press in 2002. The report looks at the need for transformation of the US military industrial production support base and lessons that can be learned and applied from the commercial sector. The chapters look at the case for integrating commercial and military manufacturing; current defence industry integration successes; opportunities and barriers for future manufacturing integration; and education and training including understanding the commercial market place, and creating a commercial acquisition academy.


European Union Institute for Security Studies (ISS-EU)

The ISS-EU was created in July 2001 as an autonomous agency which answers to the Political and Security Committee and a Board chaired by the High Representative for the Common Foreign and Security Policy/Secretary-General of the EU Council. Its mission is to create a common European security culture, encourage strategic debate between decision makers and non official specialists, and to promote the interests of the European Union. This site provides full text publications in three areas; the Chaillot Papers which deal with current subjects relevant to the EU's security; Occassional Papers; and a quarterly newsletter which provides news on the institute and commentary on international affairs. The site is also available in French.


Federation of American Scientists (FAS)

This is the web site of the FAS. It lists publications, key personnel, recent press releases. Its sub-sites include: Global Security topics, News, Emerging Technologies, and FAS initiatives and projects. It is searchable and has a list of on-line resources, e-journals, related web sites, resource directories, and an official document collection. Areas of current research include US Arms sales and military aid, export-control, weapons of mass destruction and Iraq.


Human Factors Integration Defence Technology Centre

This site provides access to the official website of the HFI, which is one of the UK Ministry of Defence's Defence Technology Centres (DTCs). The DTCs have been set up to bring together industry and academic experts in areas of technology with the MoD so they can work together to improve the UK's defence capabilities. The consortium is lead by Aerosystems International who are the prime contractors. The site provides information on the HFI and its remit, presentations from the HFI Symposium held on 25th May 2004, details on members of the consortium, and details on research programmes which cover Human Factors for Command and Control Systems, Training and Education in the Armed Forces, and Processes for Achieving Effective Human Factors Integration.


Implications of Multilingual Interoperability of Speech Technology for Military Use

This site provides access to a Research and Technology Organization (RTO) Technical Report, RTO-TR-IST-011, dated September 2004. The report was produced by the RTO Information Systems Technology Panel (IST/RTG-001). It presents the results of a study into the development and assessment of multilingual speech and language technology for military communications, command and control, intelligence, and training systems. The report looks at the importance of speech processing technology to the military and the technical challenges of non-native speech production; assesses non-native and multilingual speech databases; looks at language, dialect and accent recognition problems; and presents the experimental results findings of the project. The full text of the document can be accessed online in PDF format. The document is contained in the RTO's Full Text Publication Library.


John Hopkins Applied Physics Laboratory Technical Digest

The APL Technical Digest is published quarterly and is a technical journal aimed at promoting the work of the laboratory. The site provides the full text of articles and there is an archive to 1995. The APL is a not-for-profit division of John Hopkins University, whose specialties include research in missiles, radar, sonar, sensor technologies, space science and engineering, modelling and simulation.


Military Technology and International Security (SIPRI)

This page has information about the current work that the Stockholm International Peace Research Institute is carrying out in this area, including missile and nuclear weapons proliferation, and military technology and the risk of war. Completed research and details of research underway are available.


Ministry of Defence : Management of Defence Research and Technology

Published on 10th March 2004, this is the House of Commons Paper No. 360 (HCP 360) written by the National Audit Office for the Ministry of Defence. This report examines the MoD's defence research funding strategy and its new investment approach which has been to move from creating technology bases to exploiting and maintaining existing resources and knowledge bases, reorganising funding programmes, and widening its supplier base.

MIT's Institute for Soldier Nanotechnologies (ISN)

The Institute for Soldier Nanotechnologies (ISN), is part of the Massachusetts Institute of Technology (MIT) where advanced nanotechnology research is carried out. This web site provides information on the ISN and its research including a video titled Soldier of the Future and an explanation of what is meant by nanotechnology, links to the ISN Newsletter and news articles. The ISN is currently carrying out almost fifty research projects being carried out by seven teams; Energy Absorbing Materials, Mechanically Active Materials and Devices, Sensing and Counteraction, Biomaterials and Nanodevices for Soldier Medical Technology, Processing and Characterisation - The Nanofoundries, Modeling and Simulation of Materials and Processes, and Systems Design Hardening and Integration.


MITRE : Command, Control, Communication and Intelligence (C3I) : Department of Defense C3I FFRDC

MITRE is a not-for-profit organisation that provides research support to the United States government. It operates Federally Funded Research and Development Centers for the DOD, FAA and IRS. This site focuses on research in cooperation with the Department of Defense. It provides substantial articles about research projects within the Center for Air Force Command and Control Systems (CAFC2S), the Center for Integrated Intelligence Systems (CIIS) and the Washington C3 Center (WC3C).


MITRE Technical Papers

This web site provides recent technical and conference papers presented by MITRE staff. There is also an archive of abstracts available back to 1997. MITRE is a non profit making organisation that operates research projects for the DOD, FAA and the IRS. It is also possible to access the MITRE homepage and other publications such as The Edge, MITRE's technology newsletter.


Mitsubishi Heavy Industries

Multinational company with over 37,000 employees worldwide. It has 11 headquarters, each with a different specialism, including shipbuilding and Ocean Development, Power Systems, Nuclear Energy Systems and Aerospace Systems. Site gives company and product information including its annual report, financial statements and abstracts of the Mitsubishi Heavy Industries Technical Review. Site is also available in Japanese.


NASA Scientific and Technical Information (STI)

STI provides access to basic and applied research and development conclusions and analyses in the areas of scientific, technical, and related engineering subjects. It provides access to databases including the NASA Technical Reports Server, NATO Research and Technology Organization (RTO) Quarterly Listing and Index of Technical Publications, the NASA Multimedia Gallery and NASA Image eXchange (NIX). There are also full text journals including Spinoff and the Scientific and Technical Information (STI) Bulletin Online.


National Audit Office : Defence Value for Money

This is the web site of the NAO Defence Value for Money Team, whose aim is to gain a better understanding of the key performance drivers of major defence projects and to gather information on best practice from overseas ministries and UK commercial organisations in tracking the progress of major projects. The web site outlines the phases of the project, which will result in a publication of a report on good practice, lessons and improvement for the Ministry of Defence's management of major projects in December 2004. The site also contains a link to the full text of the consultation document Driving Successful Delivery of Major Defence Projects; a causal map of key factors influencing project performance; and a questionnaire for project directors which will form the consultation to learn lessons from outside practice.


National Defense Industrial Association (NDIA)

Formed by a merger between the American Defense Preparedness Association and the National Security Industrial Association, the NDIA is a non-profit international association based in Arlington, VA. Their mission is to provide a forum for the exchange of ideas between government and industry, focusing on; business and technical aspects of the relationship, government policies on acquisitions, research and development, logistics support and procurement. The Association has four affiliates; Association for Enterprise Integration, National Training Systems Association, Precision Strike Association and Women in Defense. The site provides details on the company, meetings and events, committees and divisions, membership and government policy. There is also access to the journal National Defense, a media room, links to other organisations, and a list of publications.


National Defense Magazine

Produced by the National Defense Industrial Association, this magazine focuses on issues concerning the US industrial base and technological advancement in weapon systems, industry sectors, and acquisition policy. This site provides the full text of the magazine and back issues to January 1999.


Office of Naval Research

This is the web site of the Office of Naval Research (ONR), which promotes and coordinates United States Navy and Marine Corps science, technology, research and development programmes. The site contains details on the main ONR science and technology departments of: Information, Electronics and Surveillance; Ocean, Atmosphere and Space; Engineering, Materials and Physical Science; Human Systems; Naval Expeditionary Warfare; and Industrial and Corporate Programs. There are also details on news and press releases; conferences and workshops; contracts and grants and university research initiatives; and science and technology programmes. The military section contains information on the Future Naval Capabilities (FNC) programme, naval related conferences and workshops, and information on the Swampworks transformation initiative. There are also resources for young children and primary and secondary school teachers on oceanograpy, space sciences and submarines.


QinetiQ

Established in July 2001, QinetiQ comprises the greater part of what was the Defence and Evaluation Research Agency (DERA). QinetiQ has a wide range of science and technology interests including aerospace, defence, electronics, finance, healthcare, offshore, marine and offshore, telecommunications and media, security, space and transport. The web site describes the technogy areas in which QinetiQ have particular expertise as well as the industry and service sectors in which the company specialises. There is a selection of case studies which can be browsed by industry sector or searched by keyword. There is an 'About' section which contains financial information, details of where the business elements are located and an overview of the historical development of the company. The site also includes press releases, feature articles, careers information and a short introductory video (Running Time: 02:30) about the organisation.


Review of the U.S. Department of Defense Air, Space, and Supporting Information Systems Science and Technology Program

Written by the Committee on Review of the U.S. Department of Defense, Air and Space Systems Science and Technology Program, Department of Military Science and Technology, National Research Council. This report was produced in response to the Strom Thurmond National Defense Authorization Act, 1999, which requested that a study was conducted on the technology base of the Department of Defense. The report looks at investment in science and technology covering air and space systems, information systems, and the science and technology workforce. The appendices also contain the Strom Thurmond Act. This site is provided by National Academic Press and gives the full text of the document.


Robotics at Space and Naval Warfare Systems Center, San Diego

This web site describes robot and robotics activities at the Space and Naval Warfare Systems Center, San Diego. SSC San Diego, and its predecessor organisations have been involved in various aspects of robotics since the early 1960's. There are currently two groups involved in robotics research: Advanced Systems Division (Code D37): land and air robots; and The Ocean Systems Division (Code D74): underwater robots. The site contains information on UAV programmes including: Multipurpose Surveillance and Security Mission Platform (MSSMP) (formerly the Air Mobile Ground Security and Surveillance System (AMGSSS)) and Airborne Remotely Operated Device (AROD). The MSSMP description provides links to a number of full text papers, which are available online.


SACLANT Undersea Research Centre

This is the web site of an organisation which carries out research to support NATO's undersea operations. It advises and consults as well as carrying out scientific and engineering research and development in the following areas: military oceanography, mine warfare, and anti-submarine warfare. There is a publications section on the site which provides an annual bibliography of reports and details of the research carried out by the centre. There are links to other NATO departments and agencies and other institutions which carry out defence, oceanic and acoustic research.


Signature Technology Laboratory (STL)

This is part of the Georgia Tech Research Institute (GTRI)and specialises in computer modelling and simulation capabilities in multi-spectral signature control, mainly for the field of aircraft and weapons systems designs. The laboratory carries out research which serves the Department of Defense, but also which is applicable to commercial and medical areas amongst others. The major areas of research are listed on the web site, and within those details of current research and projects. The main research groups are as follows:- electromagnetic materials and structures; electromagnetic apertures and scattering; optical and infrared physics and phenomenology; secure information systems.


STARnet : The NATO Science, Technology and Research Network

This web site is being developed by the NATO Research and Technology Agency (RTA) Information Management Committee (IMC) and provides access to a virtual library of information. The site is divided into defence related subject nodes which provide access to organisational web sites and Internet based resources within the subject area. The nodes are: Aerospace and Aerospace Related Information Network (ARIN); Defence Against Terrorism Information Node (DTIN); Environmental and Biological Sciences Information Node (EBSIN); Information Science Information Node (INSCIN); Land Based Operations Node (LBON); Naval Marine and Sea Node (NAMAS); and the Resource Planning Node (RESPLAN).


Test Methodologies for Personal Protective Equipment Against Anti-Personnel Mine Blast

This site provides access to a Research and Technology Organisation Technical Report by the RTO Human Factors and Medicine Panel Task Group, RTO-TR-HFM-089, dated March 2004. The report presents the results of the task group's project to create a database that defines methods for testing personal protective equipment against anti-personnel blast and fragmentation mines. The report looks at test methodologies, the physics of mine explosions and injuries they cause, mine test methodologies, injury models for tests that involve the lower extremities and models for the upper body, and recommends guidelines for mine tests.


The Transatlantic Defense Industrial Base : Restructuring Scenarios and Their Implications

This is the full text pdf version of a Strategic Studies Institute monograph published in April 2005 and written by Dr Terrence R. Guay. It looks at the transatlantic industrial base and the post Cold War restructuring of European and United States defence industries. It argues that government policies have restricted opportunities for collaboration and that restructuring and consolidation have created obstacles to transatlantic cooperation. The report looks at post Cold War industrial developments, the political environment, transatlantic versus bipolar industrial base, and future scenarios for the transatlantic industrial base.


TNO: Netherlands Organization for Applied Scientific Research

TNO is an independent contract research organisation which links fundamental research as a source of knowledge with its practical application. TNO is involved in collaborative and contract R & D, consultancy and testing & evaluation. TNO has 14 core areas of expertise in research and technology, including defence, applied physics, transport & logistics and innovation management. This site also provides information about jobs and careers at TNO, and press information. The site is produced in Dutch and is also available in English.


U.S. Army Program Executive Office for Simulation Training and Instrumentation (PEO STRI)

PEO STRI is a United States Government agency with a science and technology objective. It is involved in interoperable training, testing, instrumentation, simulation and military procurement. Specialisms include acquisition, research and engineering and resource management. The site contains information on the vision and mission of PEO STRI, its organisation, products and services and business and employment opportunities.


United States Naval Research Laboratory

The US Naval Research Laboratory conducts scientific research and technological development for the United States Navy and the Marine Corps. The site provides information on the NRL including a timeline of its achievements since it was founded in 1920 and a details of their technological developments including radar and radio systems, rockets, solar and lunar studies, astronomy, the ocean and environment and materials. There are also details of current research into nanoscience and future naval capabilities. It is also possible to access the full text of the publication NRL Review and the NRL Research Library.


University of Belgium Artificial Intelligence Laboratory

The AI- Lab at VUB (University of Belgium) studies the evolution of language, software agents and robotic agents. This site provides information concerning people at the lab, its location, history, thesis proposals and courses to be run, plus details of their current projects. It is also possible to view their 'Talking Heads' experiment from this site.


URS Corporation : EG&G Division

This is the web site of the EG&G Division, a leading provider of management and technical services to the United States government and federal agencies, primarily the Departments of Defense and Homeland Security. The company is organised into two principal groups; Aerospace Technical Services (ATS) and the Engineering and Technology Services (ETS). The site contains information about the organisation, its activities, portfolio and contracts.


US Army Corps of Engineers (USACE) Engineer and Research Development Center (ERDC) Virtual Library

This site provides the full text of publications of the US Army Engineer Research and Development Center in Adobe Acrobat PDF format. They cover a wide range of subjects including military engineering, construction and environmental issues. It also provides details of useful internet links, contact details for the library, and publications of the USACE, Civil Works Guidance Documents and the Handbook of Concrete and Cement.


US Army ERDC Cold Regions Research and Engineering Laboratory

CRREL is part of the Engineers Research and Development Center, ERDC, of the US Army Corps of Engineers. Through scientific engineering and research, their aim is to increase knowledge of the world's cold regions in order to help the Army, Corps of Engineers and the Department of Defense operate in these conditions. The site provides information about CRREL and gives details on research branches and their projects. There are full text technical reports from 1995, fact sheets on current research projects, and an online manual 'Methods Manual for Detection of Propellant, Explosive or Pyrotechnic Compounds'. There is also an ice jam and bibliography database as well as computer simulations of models. There is also access to the ERDC Library with access to the library catalogue, publications, cold regions bibliography and related links.
