Operations Other Than War (Peace support operations) A More Secure World : Our Shared Responsibility : Report of the Secretary General's High Level Panel on Threats, Challenges and Change Published in December 2004 by the United Nations, this report sets out the UN's vision for collective security in the twenty first century and looks at threats to international security, policies for prevention, response to threats and the use of military force, how the UN can meet 21st century needs, and the future. Part one looks at building a new security consensus including the case for collective security, limits of self protection and sovereignty. Part two looks at collective security and the challenge of prevention including poverty, conflict between and within states, nuclear biological radiological and chemical weapons, terrorism, transnational organised crime and sanctions. Part three coverscolelctive security and the use of force including legality, legitimacy, peacekeeping and post conflict peacebuilding. A Performance Review of FEMAs Disaster Management Activities in Response to Hurricane Katrina This is the pdf version of the report, OIG 06 32, produced by the US Department of Homeland Security Office of Inspector General, Office of Inspections and Special Reviews, and published in March 2006. Rubin and published in March 2006. The report discusses stability and post war reconstruction in Afghanistan following Operation Enduring Freedom in 2001 and looks at the challenges posed by the terrorist insurgency based in Pakistan and the drug trade. It discusses the Afghanistan Compact which was approved in January 2006 and will provide a road map for security, governance, and development over the next five years and suggests that the United States should take the lead in ensuring its implementation. Afghanistan: the culmination of the Bonn process This is the full text PDF of Research Paper 05/72 published 26 October 2005 by the International Affairs and Defence Section of the House of Commons Library. The paper gives an historical overview up to the overthrow of the Taliban in Afghanistan in 2001 including the Bonn process, the changing security environment, drugs, disarmament and demobilisation. Army Forces Command (FORSCOM) Site of the United States Army Forces Command (FORSCOM), which is responsible for training, mobilising, deploying and supporting forces capable of rapid response to military conflict, natural disasters and civil emergencies world-wide. The site also provides information about Atlanta,where FORSCOM is situated. B'Tselem- The Israeli Information Center for Human Rights in the Occupied Territories This human rights group was established in 1989 by academics, lawyer and journalists and members of the Knesset. The group documents and brings to the attention of the Israeli public and the world the human rights abuses which are occurring in the Occupied Territories. They produce reports, provide information for the knesset and distribute information to the general public. Publications are available to download from the site. Beyond Intractability Provided by the Conflict Research Consortium at the University of Colorado, this is the web site of the Intractable Conflict Knowledge Base Project which advertises itself as A Free Knowledge Base on More Constructive Approaches to Destructive Conflict. The site provides summary articles on topics that cover understanding conflict problems, and intervention processes and outcomes, as well as links to recommended resources such as web sites, interviews, news stories, books and articles, affiliated projects and conflict organisations. There are also case studies of real world conflicts; educational resources for students and teachers such as research tools and online courses; user guides and search tools. Canadian Centre for Mine Action Technologies (CCMAT) This web site describes the history of the centre and why it was set up and why it is needed. The mission of the centre is to carry out research and development to develop economic technologies to detect and neutralise mines and to protect personnel from landmines and also alternatives to replace the use of landmines. The organisation functions in conjunction with Canadian Industry who provide funding and expertise. CCMAT also aims to collaborate internationally, sharing technology and information with other countries. The site includes a page on research programmes and technological reports, there are also links and FAQs. Canadian Defence and Foreign Affairs Institute The Canadian Defence and Foreign Affairs Institute (CDFAI)is an independent research institute which aims to promote greater public awareness of Canada's foreign policy and role in international affairs. The web site provides information on the aims of the organisation and its current activities. It also includes access to the full text to a number of its recent publications, these include journal articles and full text reports. Topics covered include: Canadian security and defence in the post 9/11 world, Canadian foreign policy, relations with the United States and role in international peacekeeping. Many of the files are in pdf format and therefore require access to an Adobe Acrobat Reader for use. Canadian Forces Current Operations This site details the status of current Canadian forces operations. It lists current operations involving Canadian troops, NATO and the UN. The missions can be accessed by a clickable map or a list of regions. The site also provides an overview of past operations from 1992. Canadian Forces Peace Support Training Centre The Centre prepares Canadian Forces personnel for deployment on peacekeeping missions and operations other than war. Its mission is to provide a centre of expertise within the Canadian Forces for the development of peace support techniques based on training methodologies and standards, lessons learned and providing training and support. The site provides information on the PSTC, its mission and its courses. There is also access to full text documents including; the Peace Support Operations Field Book, Pre-Deployment Information, Preparing for Deployment Stress and Preparing for Critical Incident Stress. A French language site is also available. Carnegie Council on Ethics and International Affairs The Carnegie Council on Ethics and International Affairs is an independent organisation founded in 1914 which aims to promote the discussion of all aspects of ethics and international relations. This includes coverage of topics such as human rights and international relations, global justice, ethics and world politics, ethics and conflict, the politics of reconciliation and peace making/peace keeping initiatives. Its web site provides access to a pool of resources on the aims of the organisation and its current activities. It includes aresource library which provides free access to a number of full text articles. This includes recent speeches, papers and articles published by the institute. Publications include: Human Rights Dialogue, Public Philosophy monographs and the contents pages of its journal Ethics and International Affairs from 1987 to date. Carnegie Endowment for International Peace The Carnegie Endowment for International Peace was founded in 1910 and is a non profit organization committed to advancing cooperation between nations.The Carnegie Endowment publishes the journal Foreign Policy. Links are available to publications including policy briefs and working papers. CBC Archives : Conflict and War Provided by the Canadian Broadcast Corporation, this site provides access to radio and television clips from the CBC archives and links to further news stories and resources about the topics covered, for some subjects there are also educational activities for teachers. Subjects covered include the Rwandan genocide, World War Two, NATO, the Cold War, the Vietnam War, peacekeeping, Somalia, and the 1991 Persian Gulf War. Center for Defense Information Organisation whose research is based on promoting awareness of security related issues through providing information on subjects such as security policy, strategy, weapon systems and military operations. The site contains full text research papers on US and European defence policy, terrorism, the arms trade, international conflicts, nuclear proliferation and peacekeeping. The site also links to the full text of its journal the Defense Monitor. Center for Global Security and Democracy The Center for Global Security and Democracy is part of Rutgers University. The Center aims to increase our understanding of how secure, democratic societies and international systems are created. There are links to the Centers projects and to papers of three past conferences. Center for International Security and Cooperation (CISAC) The Center for International Security and Cooperation is part of Stanford University's Institute for International Studies and is dedicated to research and training in international security issues. There are summaries of current research projects and links to papers. Full text links to their working papers can also be found. There is a special report on nuclear terrorism. Center for Security Studies The centre is based at ETH Zurich, the Swiss Federal Institute of Technology Zurich, and specialises in national and international security studies. The web site provides full text online publications, details of courses and research activities, lists of events and information services which includes links to the International Security Network, the Comprehensive Risk Analysis and Management Network, the Parallel History Project on NATO and the Warsaw Pact, and the Swiss Foreign and Security Policy Network. The site is available in German and English. Centre for Conflict Resolution The Centre for Conflict Resolution is based in the School of Social and International Studies at the University of Bradford. The centre supports 'innovative training and education in conflict resolution, peacebuilding and peacekeeping through information and communications technologies'. Information on research in the centre and courses available is also provided. Full text documents can be downloaded. Centre for Strategic Studies : New Zealand The centre is based at Victoria University of Wellington and conducts research, analysis and commentary on the security of New Zealand and the Asia-Pacific area. The site provides details on the organisation and gives details of the books it publishes. They provide full text working papers, discussion papers and strategic briefing papers. There are also reports used by the centre at conferences and seminars. Chemical and Biological Warfare Project (SIPRI) This is information from the Stockholm International Peace Research Institute. The site includes chemical and biological research and documentation, project publications, and an educational module on CBW. Clingendael Conflict Research Unit The Netherlands Institute of International Relations, Clingendael, was established in 1983 as a result of a merger of Dutch institutes involved in international relations. Its aim is to promote a better understanding of international affairs, paying attention to Dutch foreign and security policy, the United Nations, European Union and conflict and security issues. The site provides information on the organisation, details of research projects (mainly covering conflict research), conference details, links to its affiliates, full text working papers, occassional papers, seminar proceedings and studies. CMR Network CMR (Civil-Military Relations) Network is an electronic journal published quarterly available free on the internet. Funded by the Ministry of Defence and the Economic and Social Research Council, it is part of the Transformation of Civil-Military Relations Research Project. Its focus is on relations in Central and Eastern Europe and it aims to promote discussion about civil-military relations and security sector reform. The site provides the full text of each issue from January 2001. Controlling the Angels : An Examination of the Need to Actively Control Non-Governmental Organisations Operating Within the Boundaries of a United Nations Sanctioned Peace Support Operation Defence research paper written by Lieutenant Colonel A.G. Terrell, published by the Joint Services Command and Staff College. The paper examines the use of humanitarian intervention and how Non-Governmental Organisations should be controlled when operating within UN Sanctioned boundaries. The paper argues that there should be three levels of coordination; no coordination, simple coordination and active control. Counter Terrorism Committee The Counter Terrorism Committee (CTC) is a body of the United Nations which is made up of states of the UN Security Council. It was established after the September 11 attacks, and its aim is to promote national and international counter-terrorism actions and legislation. The web site has press releases, full text reports, resolutions and statements. Reports include those on UN nations measures taken to comply with UN terrorism resolutions covering anti-terrorist laws. CRInfo : The Conflict Resolution Information Source Provided by the Conflict Research Consortium at the University of Colorado, CRInfo indexes peace and conflict resolution related web sites, books, articles, audiovisual materials, organisation profiles, events, and current news items. The site can be searched or browsed using the topic lists which include; understanding conflict, types of conflict, alternative dispute resolution, peace processes and book and article summaries. There is also an education, training and networking section which provides tutorials, online training materials and educational guides. There is also a list of recommended resources and links to further projects, gateways and affiliates. Department of National Defence and the Canadian Forces (DND/CF) This site contains information on all aspects of Canada's defence, including the Minister, the Chief of the Defence Staff, news, information on operations, defence policy and major reports, history and heritage and an image gallery. The site links to separate information on the Army, Navy and Air Force and the site is fully searchable. It is also available in French. Department of Peace Studies Based at the School of Social and International Studies at the University of Bradford, this is the largest academic centre for peace studies in the world. It studies how conflict arises and its prevention. The site gives details of courses and research, and the history of the department. There is access to publications including full text Peace Studies Papers and details on working papers available for purchase. There is also a full text annual report, newsletters and Peace Studies News. Descriptions : Departmental Force Planning Scenarios Linked from the Vice Chief of the Defence Staff (Canada) group site, this site contains a list of scenarios which cover conflict and operations envisioned for the Canadian Forces. These are used to assess risk, rationalise capability needs, and provide information on operations and resources considerations. There are eleven scenarios: search and rescue; disaster relief; international humanitarian assistance; surveillance and control of Canadian territory; evacuation of Canadians overseas; peacekeeping; aid to civil power; chemical weapon variant; national sovereignty; peace enforcement; defence of North America; and colelctive defence. This site is also available in French. Diplomacy Monitor Diplomacy Monitor is maintained by the St Thomas University School of Law and provides real time tracking of Internet published diplomacy documents worldwide. This includes materials from major international organisations, including the United Nations and European Union and individual national governments. Materials covered include: press releases, communiques, speeches, statements, papers and reports. The site may be browsed or searched by region or topic. Topics on the site include: international trade, human rights, refugees, international security and terrorism, decolonisation and drug control. Key conflicts covered include: Congo, Afghanistan, North Korea, Middle-East Arab- Israeli Conflict and wars in Africa. E-Mine: The Electronic Mine Information Network This organisation was founded as a result of the United Nations Secretary General's reforms. The mine-related activities of 11 different UN departments have been co-ordinated to form UNMAS. Its mission is to monitor mine-clearance programmes around the world, funded by voluntary and other means. It develops and implements policy, and sends missions to assess global mine-threat. The web site provides links to the 11 departments which form UNMAS and gives details about the service. It provides a map of the world from which documents projects and reports on individual countries can be accessed. The site also provides a standards and documents database, information on research projects, and information regarding mine clearance, awareness, stockpile destruction and victim assistance. The site is also available in French and Spanish. ECAAR (Economists Allied For Arms Reduction) The ECAAR is an independent group of US economists who conduct research on the economics of warfare. They aim to promote peaceful resolution of conflicts worldwide. The web site provides access to information on the aims of the body and its current activities. It includes access to recent newsletters and some full text working papers. These include economic analyses of specific conflicts, the economic cost of terrorism, the economics of the Iraq war 2003 and the war against terrorism and critical discussion of US defence and foreign policy economics. ERGOMAS This is the official site of the European Research Group on the Military and Society (ERGOMAS). It is made up of a group of social scientist researchers who focus on all aspects of relations between society and the military. The web site includes the purpose of the group, history of the group and current research. There are links to the full text of working group documents covering a wide range of subjects from globalisation to peace keeping. Conference information is also available. European Security and Defence Policy This is a portal from the Council of the European Union which provides access to full text documents, information, resources and web sites related to the security and defence policy of the European Union, EU. There are legal documents, press releases, fact sheets, audiovisual galleries and web links on EU police and military operations in the Western Balkans, South Caucasus, South East Asia, Middle East, and Africa. The full text of the European Security Strategy is available along with an area on ESDP support to peace and security in Africa which provides documents, EU Council conclusions, factsheets, and details of ESDP operations and EU - Africa international relations. The capabilities section provides documents and information on European Union military cooperation, civilian crisis management and the EU's emergency and crisis response capacities. There are also details of European Union permanent military and political structures; the Political and Security Committee, the European Union Military Committee, and the European Union Military Staff; and key documents. There is also a news section which contains new stories related to the ESDP, a newsletter, and reports. The portal is available in several different languages. Global Facilitation Network for Security Sector Reform The GFN-SSR is a project funded by the UK Government's Global Conflict Prevention Pool. Its objectives are to facilitate policy development, assist capacity building and build an information repository for security sector reform initiatives. It is based at Cranfield University's Shrivenham campus, which is part of the UK Defence Academy. The site contains information about GFN-SSR, news about its activities and information on its projects. There is a searchable database describing documents on security sector reform topics; an organisations database containing links to institutions in this sector; and a worldwide calendar of events. The site can also be browsed by themes such as armed forces, governance, intelligence and small arms control which points the user to relevant documents, events and orgnaisations in that area. The network also produces its own publications which are available via the site. These include the Journal of Security Sector Management, which publishes articles on demobilisation, disarmament and defence diplomacy; and GFN-SSR Papers, which cover research papers, scoping studies, country analyses and briefing papers. House of Commons Defence Committee : Iraq : An Initial Assessment of Post Conflict Operations : Sixth Report of Session 2004-05 This site provides access to the full text html version of HC 65-I and HC 65-II (oral and written evidence), published on 24th March 2005. The report looks at the transition from war fighting to peace enforcement in Iraq and the UK military contribution to managing the post conflict situation. Humanitarian Negotiations with Armed Groups : A Manual for Practitioners Provided by ReliefWeb and published by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in January 2006, this manual provides the tools to make a structured approach to humanitarian negotitations with armed groups in order to protect vulnerable groups, safeguard humanitarian space and improve respect for international law in times of armed conflict. The chapters cover; humanitarian negotiations motivations and partners; framing negotiations; working towards more effective negotiations; and negotiating on specific issues. Hurricane Katrina : Better Plans and Exercises Needed to Guide the Military's Response to Catastrophic Natural Disasters This is the full text pdf version of GAO 06 643, the United States Government Accountability Office Report to the Congressional Committees published in May 2006. The report investigates the Department of Defense emergency reponse plan for providing military personnel to assist civil authorities in times of disaster and makes recommendations based on the emergency response and disaster management in the wake of Hurricane Katrina in the US during June 2005. India/Pakistan Relations and Kashmir: Steps Towards Peace This web site provides access to the full text of a report published by the International Crisis Group in June 2004 as Asia report no.79. The report suggests a number of proposals for negotiating the peace process between India and Pakistan concerning the future government of Kashmir. Institute for Conflict Analysis and Resolution This site offers information on higher degrees in conflict analysis and resolution. The degrees are part of the mission of the institute which is to advance the understanding and resolution of significant and persistient social conflicts. Aiding the degrees are research and publication; public education and a clinical and consultancy program. Major areas of research include: analysis of conflict between and within nations; ethnic, religious and identity groups; organizations and social classes; and testing of conflict intervention methods in community, national and international settings. The web site provides access to book chapters; working papers; and special briefings on the theory and practice of conflict resolution. Institute for War and Peace Reporting The IWPR's mission is to build peace and democracy through free and fair media. It is an international network for media development and provides training, reporting and publishing, and initiatives to build the capacity of local media in Afghanistan, the Caucasus, Central Asia, The Hague, Iraq, Southeastern Europe, Uganda, Southern Africa and Zimbabwe. The site provides information on the mission, aims and values of the IWPR, and information and news reports from the areas that the IWPR is operating programmes in. International Centre for Peace Building Studies The International Centre For Peace Building Studies (ICPBS) is based in Washington DC. It aims to promote peaceful reconstruction and the rule of law in countries affected by international conflict, war or internal divisions. The web site provides information on its teaching programmes and research work. It also includes some news headlines on ongoing peace and reconstruction activities worldwide and has a searchable database of links to full text UN treaties, documents and images relating to international law, peacekeeping and the rule of law. International Criminal Tribunal for the former Yugoslavia This site provides lists of the latest cases and trials and a list of detainees. The judgements of the appeal and trial chambers are available in html and in pdf format for downloading. There are details of on- and off-line publications from the tribunal and a list of basic legal documents. There is also a link to the main United Nations home page. International Institute for Strategic Studies (IISS) This is an independent research organisation that studies political military conflict, conflict resolution, regional security, military strategy and arms control. The site lists its research programs, provides the history of the institute, and gives details of IISS publications such as Military Balance, Strategic Survey, Adelphi Papers, and the journal Survival, and how to obtain them. International Peace Academy (IPA) The International Peace Academy is an independent institution aiming to promote the prevention and settlement of armed conflicts between and within states by policy research and development. The IPA programs include: peacebuilding and peace implementation; conflict prevention; civilians in war; the United Nations and international terrorism; and security development. Kosovo Force (KFOR) : Official Web Site of the Kosovo Force This site provides information and the latest news updates about KFOR including its structure, objectives, and the nations and troops that make up the contingent. There is background information including full-text documents relating to the foundation of the force, these include UN Resolutions and the Military Technical Agreement. There are also photographs, video footage and maps of Kosovo, the Balkans, Albania, Bosnia-Herzegovina, Croatia and Yugoslavia. There are also bi-weekly Civil Military Cooperation Situation Reports available, and links to further sites of interest. Lessons from Kosovo : The KFOR Experience This is the full text pdf version of the book edited by Larry Wentz, published by the Department of Defense Command and Control Research Program in July 2002. The book brings together a collection of essays on coalition command and control, civil military cooperation, information assurance, C4ISR interoperability, and information operations experienced by the NATO-led Kosovo Force (KFOR). The book looks at the historical and political background to the Kosovo conflict; the air war, Operation Allied Force and media challenges; civil and military relations; Task Force Falcon; and coordination and information sharing. Liberia 1994 : ECOMOG and UNOMIL Response to a Complex Emergency This report was written by John Mackinlay and Abiodun Alao and published by the United Nations University in 1995. The report examines the Liberian civil war and peace agreement signed in October 1993 at Cotonou in Benin and why the cease fire collapsed less than a year later. The report looks at the history of violence and ethnic conflict in Liberia; foreign intervention and the Cotonou Agreement; why Cotonou failed including fundamental flaws in the agreement, disarmament, the role of ECOMOG - ECOWAS, or Economic Community of West African States, Monitoring Group and UN coordination. It also looks at lessons learned that can be used for future humanitarian intervention and peacekeeping operations. Marshall Center Conference Reports The Marshall European Center for Security Studies, set up to encourage peace and democracy throughout Europe and Eurasia, holds about twenty conferences each year on defence-related subjects such as national security and organised crime, and defence economics. The reports are available to download and are in pdf so that Adobe Acrobat must be used. Marshall Center Papers These papers, available full text on-line, or to be purchased in hard copy are produced by the George C. Marshall European Center for Security Studies. The center was set up to encourage peace in Europe and Eurasia, and works in three languages, English, Russian and German. The papers are scholarly works on defence-related security issues including peacekeeping, civil-military relations, arms control and defence planning. Adobe Acrobat is needed to read the papers, but can be downloaded at the site. Middle East Review of International Affairs (MERIA) The Middle East Review of International Affairs is a special project of GLORIA (Global Research in International Affairs) of the IDC (Interdisciplinary Research Center, Israel). The center provides free access to all articles from MERIA Journal, a quarterly scholarly publication on the Middle East, from 1997 to date; MERIA News a monthly magazine containing shorter news articles from 1997 to date and Meria Books collections of articles on the Middle East. Completed research and details of research underway are available. MONUC : United Nations Mission in the Democratic Republic of Congo This is the web site of the UN peacekeeping mission in DR Congo. MONUC was originally deployed in 1999 to monitor the implementation of a ceasefire agreement between the Democratic Republic of the Congo (DRC), Angola, Namibia, Rwanda, Uganda and Zimbabwe. NAMSA : NATO Maintenance and Supply Agency Established in 1958, the NATO Maintenance and Supply Agency (NAMSA) is NATO's principal logistics support management agency. NAMSA's main task is to assist NATO nations by organising common procurement and supply of spare parts and arranging maintenance and repair services necessary for the support of various weapon systems in their inventories. The site provides detailed information about NAMSA and its activities. NATO/IFOR Operation Joint Endeavour This site contains an archive of information relating to the NATO led Implementation Force(IFOR)restoring peace to former Yugoslavia. It contains pictures and information about Operation Joint Endeavour missions and AFSOUTH. There are full text basic texts available about Bosnia and Herzegovina, transcripts of IFOR joint press briefings, UN Security Council Resolutions and Maps. News in Depth : Deployments in Africa Provided by the UK Ministry of Defence, this site provides official news on UK military operations in Africa. As well as providing the latest news headlines and an RSS news feed on peace support operations, Army training and landmine clearance programmes; there is background information on deployments; a log of operational activity; and links to related web sites such as the Africa Union, Commission for Africa, and the International Mine Action Training Centre. Office of Humanitarian Demining Programs This is the site of the former U.S. Department of Defense Humanitarian Demining Policy and forms a permanent archive of information prior to 20 January 2001 when the Bush Administration began. The web site includes humanitarian demining briefings, fact sheets and information on demining programs, and landmine policy. Office of Weapons Removal and Abatement Part of the Bureau of Political-Military Affairs, within the Department of State, the Office of Weapons Removal and Abatement aims to curb the proliferation of conventional weapons such as light automatic weapons and rocket propelled grenades, and removes and destroys landmines and abandoned stocks of munitions that pose hazards after the cessation of armed conflict. Operation Fringal Ministry of Defence site containing information on the first six months of operations during British leadership of Operation Fringal, the International Security Assistance Force (ISAF) which was put in place to assist the new Afghan Interim Authority with the provision of stability in Kabul. The leadership of the force was handed over to Turkey's Major General Zorlu on 20 June 2002. The site contains information on the formation of the force, the full text of the Military Technical Agreement, a photograph gallery and links to further ISAF sites from other ministries of defence. Operations Other Than War (OOTW): The Technological Dimension This is a report, following a workshop on the subject, written by The Center For Advanced Command Concepts And Technology (ACT) at the National Defense University (NDU). Operations Rachel 1995-2001 Written by Ettienne Hennop for the Arms Management Programme, Institute for Security Studies, this is the full text of ISS Occasional Paper number 53. The Paper's focus is on Operations Rachel - an agreement on the destruction of arms between the South African Police Service (SAPS) and the Police of the Republic of Mozambique (PRM) which has been in effect since 1996. Palestinian Refugees and the Politics of Peacemaking This site provides access to the full text of Middle East report no.22 which was published by the International Crisis Group in February 2004. Peacekeeping in Sierra Leone : UNAMSIL Hits the Home Straight Published by the Institute for Security Studies based in Pretoria, South Africa. This publication is number 68 in the ISS monograph series. The publication provides an overview of the conflict in Sierra Leone and intervention by major powers and private military companies, up until and including, the inception of UNAMSIL (United Nations Mission in Sierra Leone). Bush's televised address to the nation outlining future strategy in post war Iraq, broadcast on 10th January 2007. Rwanda 10 Years On: Panorama This is the site of the BBC documentary series Panorama to mark the Tenth anniversary of the genocide in Rwanda. It provides access to some background history on the causes of the genocide, plus photographic images, audio files and eye witness accounts of the human rights abuses that took place. Securing Health : Lessons from Nation Building Missions RAND research report from the RAND Center for Domestic and International Health Security, a programme within RAND Health, published in 2006. It presents the results of research into the activities non governmental organisations, countries and international institutions undertake to rebuild public health and health care infrastructure following major conflicts as part of post war reconstruction operations. It looks at factors for successful reconstruction and lessons for future nation building operations. Sovereignty, Intervention and International Law Defence research paper written by Sqn Ldr C.M. Scott for the Advanced Command and Staff Course at the Joint Services Command and Staff College. This paper looks at the role of international law in facilitating humanitarian intervention, and the threat to sovereignty if intervention is uninvited by the countries involved. Stabilisation Force (SFOR) in Bosnia and Herzegovina This site is the home page of SFOR. It provides information and news updates about SFOR, including its mission, organisation, the nations and troops involved, its history and the commanders of the contingent. There are key documents on the site which include the full text of the General Framework Agreement for Peace, 1995; factsheets on project harvest, operation joint resolve and mine and unexploded ordnance clearance. Stockholm International Peace Research Institute (SIPRI) SIPRI conducts research into finding peace and security solutions for international conflicts. The site gives details of their current research projects, some of which are full text, and cover topics such as arms control, conflict management, chemical and biological warfare, military expenditure, non proliferation, and security. There are full text publications including summaries of the SIPRI Yearbook in English, German, French, Dutch and Swedish; Research Reports and Policy Papers. Access to their databases on military expenditure, arms transfers, chemical and biological weapons non-proliferation, international relations and security trends and national export controls. There are also details on the history, organisation and activities of SIPRI. Stretching the Network : Using Transformed Forces in Demanding Contingencies Other Than War This is the full text pdf version of RAND Occassional Paper OP-109-RC, published in April 2004. Written by David C. Gompert, Hans Pung, Kevin A. O'Brien, Jeffrey Peterson, and overseen by the RAND National Security Research division, it researches the capabilities and contribution networked armed forces could have to small scale operations other than war such as peacekeeping. The paper looks at networking capabilities and the nature of operations short of war; presents scenarios such as African genocide, unrest in the Gulf, Indonesian uprising, and counterterrorist action in Yemen; looks at which networking capabilities are most important and types of contingencies for which networking is most important, and interoperability between armed forces and civilian organisations. Struggling to Survive : Children in Armed Conflict in the Democratic Republic of the Congo Report from the Watchlist on Children and Armed Conflict, published in April 2006. Study of Armed Conflicts Project (SIPRI) The Stockholm International Peace Research Institute's research project into contemporary armed conflicts is divided into two distinct areas: Conflict and Peace enforcment, and Conflict Prevention, Management and Resolution. The research area and mission of each of the two projects are listed and related publications are available. The British Helsinki Human Rights Group (BHHRG) This is the web site of an NGO which monitors human rights in OSCE (organisation for security and co-operation in Europe) member countries. They monitor elections in former communist countries and have a special focus on the situation in and around the Balkans. BHHRG is an independent charity organisation, based in the UK and founded in 1992 which maintains a non-political stance. The site holds information country by country and on refugees. Reports are written by academics, lawyers and doctors. Most recent reports are available to download on-line, older ones can be purchased from the BHHRG. The Cato Institute The Cato Institute was formed in 1977 and aims to broaden the boundaries of public policy debate to allow consideration of the traditional American principles of government, peace and free markets. There are hot topics which include: terrorism; North Korea; globalization; and defense and national security. Access to the full text articles of the Cato Journal and Cato policy studies and policy reports are provided. The National Security Archive, George Washington University This is a research institute in international affairs, a library and archive of declassified US documents obtained through the Freedom of Information Act(FOIA) and an indexer and publisher. It is privately funded by publishing revenues and donations. There is a guide for researchers who either want to use the site or the archive itself, and information about publications and documents held in the archive. Current research projects are listed and include China, India-Pakistan, Iran, and Openness in Russia and Eastern Europe. The Partnership for Peace (PfP) Consortium of Defense Academies and Security Studies Institutes The Partnership for Peace Consortium of Defence Academies and Security Studies is an international organization committed to strengthening defense and military education and research by enhanced institutional and national cooperation. Topics covered by the institute are: combatting terrorism; security sector reform; future of NATO; impact of IT on national security; and military history. Links to documents and papers can be found on these topics. There are also projects on modelling and simulation, lessons learned and IT. There are links to journals and conference information and proceedings. The United Nations is Not Well Suited to Intervene Militarily When States Fail : Discussion of this View with Reference to the Lessons Learned from the United Nations Experience in Somalia Research paper published by the Joint Services Command and Staff College, written by Lieutenant Colonel R.P.H. Vickers. This paper debates whether the United Nations is a suitable body to carry out humanitarian intervention operations when states fail. It draws upon the military intervention in Somalia as a case study. The paper puts forward the view that the UN should remain as a central body with the power to enable military intervention, but that other organisations are perhaps better equipped to provide the military forces needed. The Verification Research, Training and Information Centre VERTIC is a London based independent research organisation established in 1986. VERTIC's work is concerned with the verification and monitoring of international agreements and the site gives details of research projects taking place in the areas of arms control and disarmament, peace agreements and the environment. Some of VERTIC's publications can be viewed online in PDF format including copies of the annual Verification Yearbook and the bi-monthly newsletter, Trust and Verify. Other reports are freely available online and cover topics such as a guide to verifying environmental agreements, national laws enforcing the Biological Weapons Convention (BWC) and a handbook on verification and compliance. There are also databases of national legislation implementing the BWC and Iraqi weapons inspections. The Washington Institute for Near East Policy The Washington Institue for Near East Policy was founded in 1985 and is a public education institution dedicated to scholarly research and informed debate on matters of US interest in the Middle East. The Institute provides policymakers, journalists, and diplomats with new ideas to promote peace and security through research, seminars, conferences and publications. There are full text documents on military/security; terrorism; countries of the Middle East; the peace process; and economics/oil. There is a link to focus on Iraq. Transforming for Stabilization and Reconstruction Operations This site provides access to the full text pdf version of the book published by the Center for Technology and National Security Policy, National Defence University, in 2004 and edited by Hans Binnendijk and Stuart Johnson. The book looks at stabilisation and reconstruction capabilities needed by the United States military in order for it to secure stability and begin the reconstruction process rapidly following combat operations. Chapters look at lessons to be learned from history, including more recent operations in Afghanistan and Iraq; and what is needed to transform S&R operations, including military strategy, force sizing, organisation, personnel, military culture, and technology. Trust and Verify Trust and Verify is the monthly journal of the Verification Research Training and Information Centre (Vertic). UK Operations in Iraq : Thriteenth Report of Session 2005 - 06 This is the full text pdf version of the House of Commons Defence Committee Thriteenth Report, HC 1241, published on 10th August 2006. The report looks at the challenges facing UK armed forces in post war Iraq and warns that British troops are poorly equipped and over stretched. It looks at the security situation in Iraq, especially in the South East of the country which has deteriorated over the past few months and the implications for UK troops, Iranian influence and border security, security sector reform, the transition to provincial Iraqi control, reconstruction and the treatment of detainees. United Nations Cartographic Section This site provides access to general maps, a map library and the Department of Peacekeeping Operations (DPKO) maps. The DPKO maps include ongoing peacekeeping missions, the United Nations Mission in Sierra Leone (UNAMSIL), UN Military Observer Group in India and Pakistan (UNMOGIP), UN Missions in Bosnia and Herzegovina and Kosovo (UNMIBH and UNMIK) and the Iraq-Kuwait Observation Mission (UNIKOM). United Nations Military Symbols Handbook This is a full text pdf document produced by the United Nations Department of Peacekeeping Operations and was published in November 2000. The chapters cover operational graphics and abbreviations, graphics and use of colours, operational graphics, and symbols peculiar to peacekeeping. United Nations Peacekeeping Best Practices Unit This is the web site of the PBPU, which provides advice and policy analysis to the United Nations Department of Peacekeeping Operations and identifies lessons learned to support future and present peace support operations. The site provides a searchable online library of full text documents which contains internal and external reports on peacekeeping lessons, handbooks and after action reports. There is also a directory of organisations involved in peacekeeping and a listing of events and activities. United Nations Peacekeeping Operations United Nations Peacekeeping Operations deploys troops and civilian personnel to areas of conflict, in order to contain the conflict and implement peacekeeping procedures. The website of this department provides a description of the nature and scope of the UN role in peacekeeping. It also offers information on current and past peacekeeping programmes. Each of the missions since the 1960s contains a summary of the objectives as well as a list of the UN fatalities and statistics on duration and expenditure. Also accessible on the site is the 'Year in Review 'annual report on ongoing missions and a glossary of the terms used. The site is available in English or French. United Nations Peacekeeping This site gives details of UN Peacekeeping activities. The site provides an overview of peackeeping activities; links to the websites of current operations in Africa, the Americas, Asia and the Pacific, Europe and the Middle East; contains information on the mission and organisation of the Department of Peacekeeping; provides facts and figures on missions; provides resources such as an image gallery, deployment maps, and full text special reports; has details on past missions; and links to related United Nations peace and peacebuilding websites. US Military Operations in the Global War on Terrorism : Afghanistan, Africa, the Philippines, and Columbia Written by Andrew Feickert, this is the full text pdf version of Congressional Research Service (CRS) Report for Congress RL32758, published on 4th February 2005. The report looks at the combat and non combat missions that United States armed forces are involved in as part of the War on Terror. The chapters look at operations in Afghanistan including US training of the Afghan National Army and the war on drugs; missions and operations in the Horn of Africa and whether they can serve as a model for future operations; operations in the Philippines; and the US military presence in Columbia. The document also considers issues for Congress such as lessons learned and their implications for future operations; NATO and Operation Enduring Freedom; and counter narcotics operations in Afghanistan. Verification Research Training and Information Centre (VERTIC) This is the web site of a London-based independent research body concerned with international treaties and agreements and international agreements which impact on the international community, for example arms agreements. It is a non-profit-making organisation, funded by grants from foundations and trusts. The main areas of research are: peace and security, arms control and disarmament, and the environment. Current projects are listed on the site, for example the decommissioning of weapons in Northern Ireland. The site also lists publications,electronic and paper, and meetings and workshops. There is a list of recommended web sites. The main task of the organisation is to provide information to anybody who needs it, and their clients include the media, policy-makers, legislators, academics and students interested in the progress of agreements. War, Peace and Security World Wide Web Server This site contains electronic resources from the Information Resources centre at the Canadian Forces College. There is a catalogue of books, periodicals and videos held, as well as many government documents on line, including the White paper on defence (1994), the National Defence Act, Shaping the Future of the CF: A Strategy for 2020,and many other documents. There is also a guide to web-based defence resources and lnks to full text doctrine websites. The site is also available in French.
