Military logistics 2002 Logistics Challenges This is a collection of 9 essays, articles, and studies, published by the US Air Force Logistics Management Agency (AFLMA), February 2002. The text can be viewed online or downloaded in PDF format. Accelerated Logistics : Streamlining the Army's Supply Chain This provides access to RAND report MR-1140-A, prepared by Mark Y. D. Wang and James Champy, dated 2000. It describes the U.S. Army's Velocity Management (VM) initiative, which has enabled a dramatic streamlining of the supply chain, so that order and ship times for repair parts have been cut by nearly two-thirds. The text is available in PDF format. Acquisition Operating Framework This is the UK Ministry of Defence AOF. It has been designed to be an authoritative source of policy information and guidance on defence acquisition and procurement for the MoD and industry partners. It contains the Defence Values for Acquisition Toolkit, information on Through Life Capability Management, Project and Programme Management, Logistics, Safety and Environmental Protection. Acquisition Review Quarterly (ARQ) This is a scholarly peer-reviewed journal published bi-monthly by the US Defense Acquisition University. AEF Fuels Management Pocket Guide Published by the US Air Force Logistics Management Agency (AFLMA), the guide is designed to assist in understanding fuels issues as they relate to aerospace expeditionary force (AEF) operations. The information is intended to provide a broad overview of many issues and be useful to anyone who has an interest in the Air Force fuels business. The text is available in PDF format. Army Logistician Journal established by the Department of the Army as the professional magazine for army logistics. Aimed at army personnel, it provides information on logistics plans, operations, procedures, programs and policies. Produced by the Army Logistics Management College and published by the Army Combined Arms Support Command, Fort Lee, Virginia. The site provides the full text of issues from 1996 to the current issue, and back issues from 1969-1995 in PDF files. Assessing Unit Readiness : Case Study of an Air Force Fighter Wing This provides access to RAND publication DB-296-AF, prepared by Carl J. Dahlman and David E. Thaler, dated 1999. The report is published by RAND's Project Air Force Division. It presents an in-depth review of the readiness problems facing an active component operational fighter wing. These include strenuous contingency requirements, the need to maintain high levels of current and future readiness, and severe resource and retention difficulties. Combined Arms Research Library CSI/CGSC Press This site provides access to publications of the Combat Studies Institute and Command and General Staff College Press, they include research studies, reports, surveys, and bibliographies. It gives a complete listing of publications for the past twenty years, most of which provide access to the full text of the document. The publications cover a wide range of subjects including military history, military theory and the practice of the military arts. Defence Equipment and Support DE&S is a UK Ministry of Defence organisation which was formed in April 2007 as a result of the merging of the Defence Procurement Agency, DPA, and the Defence Logistics Organisation, DLO. The site contains organisation information; news; and acquisition publications including the magazine desider and the Defence Equipment and Support (DE&S) Business Strategy.

The site provides the latest news and headlines on issues relevant to DMO and Australia's defence industry and information on DMO. There are industry policy document resources including Earned Value Management - a model for best practice project management principles, the DMO's magazine On Target, export policy and reports, information on and links to related agencies such as the Logistics Support Agency - Navy, and a Defence Exporters Council forum. There is also access to the full text of publications and annual reports released by the DMO which provide information to industry and the public. In addition, the site provides information on defence contracting policy including tendering templates, defence exports and international materiel cooperation programs and projects in development grouped under air, land, sea, defence, joint and logistics. Defense Logistics Agency This organisation provides supplies and logistics services to America's armed forces. The site provides detailed information about the agency and its history and links to DLA Business Unit sites. Through the library section, it is possible to access full text DLA publications and related Department of Defense publications. Current and back issues of the journals Dimensions and Loglines are also available to download in pdf format. Design for Low Cost Operation and Support Research and Technology Organization Meeting Proceedings, RTO-MP-037, 21-22 October 1999, Ottawa Canada. It contains papers discussed at the Applied Vehicle Technology Panel (AVT) Specialist's Meeting which was about life cycle costs of military equipment. Subjects covered included operation and support costs, life cycle cost modelling, cost models and reducing logistic support costs. Enabling Acquisition Change : An Examination of the Ministry of Defence's Ability to Undertake Through Life Capability Management This site provides access to the full text of the Ministry of Defence report published on 3rd July 2006, which looks at the MoD's ability to undertake a key aspect of the December 2005 Defence Industrial Strategy; through life capability management. The report looks at current acquisition arrangements, culture and behaviour, planning process issues, customer roles, governance, incentives, research and development, and incentives and targets, and makes recommendations that the Defence Procurement Agency (DPA) and Defence Logistics Organisation (DLO) merge to form a new integrated procurement and support organisation that is responsible for the procurement, maintenance and containment of military capability. Flexbasing : Achieving Global Presence for Expeditionary Aerospace Forces This provides access to RAND publication MR-113-AF, prepared by Paul S. Killingsworth and others, dated 2000. The report is published by RAND's Project Air Force Division. It presents an analysis of the issues involved in deploying and employing forces in overseas locations. Topics include the expeditionary imperative, the flexbasing strategy, and a global logistics / mobility support system. The text is available in PDF format Geiger International Founded in 1990 by experts in defence and security logistics, the company supplies security products and auxiliary equipment to governments, humanitarian organisations and security services. Products include non-weapon items such as clothing, tents, ballistic protection, night vision devices and mine clearance equipment. The site is also available in German. International Journal of Defense Acquisition Management Online defence acquisition management journal jointly published by Cranfield University at the Defence College of Management and Technology and the Acquisition Research Programme at the Graduate School of Business and Public Policy of the Naval Postgraduate School. Topics covered include acquisition and procurement policy; supply chain management; logistics, cost and project management; public budgeting and finance; engineering management; outsourcing; performance measurement; and through life capability management. Full text articles are available from 2008. Lean Logistics : High-Velocity Logistics and the C-5 Galaxy This provides access to RAND publication MR-581-AF, prepared by Timothy L. Ramey, dated 1999. The report is published by RAND's Project Air Force Division. The report considers the effects on operation of the C-5 Galaxy of radically reducing the time required to move and repair components of that airlift aircraft. The text is available in PDF format. Maintaining Hydration : Issues, Guidelines and Delivery This site provides access to the Research and Technology Organisation (RTO) Meeting Proceedings, RTO-MP-HFM-086. The papers are from the RTO Human Factors and Medicine (HFM) specialists meeting, held in Boston, United States, on 10-11 December 2003. The papers presented look at: hydration issues and problems for the armed forces; current military fluid guidelines requirements and planning; water logistics and delivery systems; and medical issues with fluid or electrolyte imbalances. Ministry of Defence : Assessing and Reporting Military Readiness This is the full text pdf version of the National Audit Office report, HC 72 Session 2005-2006, published on 15th June 2005. It looks at the preparedness of the UK Armed Forces to respond to emerging operations and the effectiveness of the system for assessing and reporting readiness. The findings of the report are that the Ministry of Defence has a good system for reporting the readiness levels of its Armed Forces, that reporting to external stakeholders has improved and that further improvements are planned. However, it also found serious potential weaknesses in readiness for future engagements due to the reliance on redistribution of personnel and equipment, also known as cannibalisation. The report goes on to identify the Total Logistic Requirement as a key issue in managing the risks to readiness. Ministry of Defence : Helicopter Logistics : Report by the Comptroller and Auditor General This provides access to a UK National Audit Office (NAO) Report HC 840 2001-2002, 23 May 2002. The report was prepared by a NAO study team under the direction of David Clarke. The report examines the performance of the Ministry of Defence (MOD), and in particular the role of the Defence Logistics Organisation (DLO) in providing logistics support to its helicopters and the initiatives being taken to improve logistics management. Ministry of Defence : The Rapid Procurement of Capability to Support Operations This is a National Audit Office Report by the Comptroller and Auditor General, HC1161, session 2003-2004, dated 19th November 2004. It examines the procurement and management of the Ministry of Defence Urgent Operational Requirements (UOR) process, which is used to provide streamlined procurement of capabilities in order to meet additional capability requirements of deployed armed forces on specific operations. The findings of the report are that UOR is essential to enhancing capability, the majority are successful, strengths of the approach, and improvements that can be made to the activity. NAMSA : NATO Maintenance and Supply Agency Established in 1958, the NATO Maintenance and Supply Agency (NAMSA) is NATO's principal logistics support management agency. NAMSA's main task is to assist NATO nations by organising common procurement and supply of spare parts and arranging maintenance and repair services necessary for the support of various weapon systems in their inventories. The site provides detailed information about NAMSA and its activities. National Defense Industrial Association (NDIA) Formed by a merger between the American Defense Preparedness Association and the National Security Industrial Association, the NDIA is a non-profit international association based in Arlington, VA. Their mission is to provide a forum for the exchange of ideas between government and industry, focusing on; business and technical aspects of the relationship, government policies on acquisitions, research and development, logistics support and procurement. The Association has four affiliates; Association for Enterprise Integration, National Training Systems Association, Precision Strike Association and Women in Defense. The site provides details on the company, meetings and events, committees and divisions, membership and government policy. There is also access to the journal National Defense, a media room, links to other organisations, and a list of publications. Options for Reducing Costs in the United Kingdom's Future Aircraft Carrier (CVF) Programme This site provides access to the full text pdf version of RAND Monograph MG-240-MOD. The report was produced for the UK Ministry of Defence by RAND Europe and the RAND National Security Research Division, and published in 2005. It provides an independent, objective analysis of the acquisition and ship building programme to replace the UK Royal Navy's three Invincible class aircraft carriers with two future aircraft carriers, due to enter service in 2012 and 2015. The report looks at various aspects of the programme including economics, schedule, technical risks, the implementation of new technologies and manufacturing options. The chapters cover: cost analysis tools including whole life cost models and cost benefit analysis; acquisition cost savings through reducing construction labour and material costs; minimising annual support and maintenance costs; contractor logistics support; estimating the CVF complement; complement reducing initiatives on other platforms; and identifying and evaluating complement reduction options. Recent Large Service Acquisitions in the Department of Defense : Lessons for the Office of the Secretary of Defense This site provides access to the full text RAND report, MG-107-OSD written by Frank Camm, Irv Blickstein, and Jose Venzor and published in 2004. The report presents a study of six pilot case studies which looked at policy issues of importance to the US Office of the Secretary of Defense relating to large service procurement programmes. The six case studies are; Army Balkans Support Contract Programme, Marine Corps Food Service Programme, National Security Groundbreaker Programme, F/A-18-E/F Integrated Readiness Support Team Programme, Army Rapid Response to Critical Systems Requirement Programme, and Air Force Flexible Acquisition and Sustainment Tool Programme. Reducing the Logistics Burden for the Army After Next: Doing More with Less This report written in 1999 is designed to look into future requirements for new technology in order to provide the necessary logistic capability for the 'Army After Next'. The table of contents is searchable on-line. Reforging the Sword : Forces for a 21st Century Security Strategy Report written by Col. Daniel Smith (Ret.), Marcus Corbin and Christopher Hellman, which forms part of the Center for Defense Information's Military Reform Project and was published in September 2001. The aim of the report is to propose an alternative United States armed forces structure which is capable of meeting the international security challenges of the twenty-first century. It looks at the future of warfare and new security challenges, military strategies to meet these challnges including force transformation, force structures and mobility, joint command and planning. Rongstad's Worldwide Military Pages This site provides links to a wide range of military sites. These links are grouped into subject areas, which include war and the history of war, the art of war, battles, military news, military books, information warfare, civilian internment, Iraq War, blogs, military web rings, the United States and weapons. Shaping Tomorrow's Logistics : Issues and Analyses This is a collection of 12 essays, articles, and studies, published by the US Air Force Logistics Management Agency (AFLMA), February 2002. The collection covers a wide range of topics including premium transportation, integrated action planning, process mapping, just-in-time logistics, wargames, and purchasing and supply management. The text can be viewed online or downloaded in PDF format. SMi Conferences : Defence Events This site provides a list of defence-related conferences and briefings held by the business and information group SMi. The conferences, for which you can register on-line are aimed at military personnel, procurement executives, and government officials. The topics of the conferences are varied and include IT, missile and weapon technology, procurement, logistics and support and training and simulation. Proceedings of past conferences can also be bought on-line. TNO: Netherlands Organization for Applied Scientific Research TNO is an independent contract research organisation which links fundamental research as a source of knowledge with its practical application. TNO is involved in collaborative and contract R & D, consultancy and testing & evaluation. TNO has 14 core areas of expertise in research and technology, including defence, applied physics, transport & logistics and innovation management. This site also provides information about jobs and careers at TNO, and press information. The site is produced in Dutch and is also available in English. Today's Logistics : Selected Readings and Analysis This is a collection of essays, articles, and studies, published by the US Air Force Logistics Management Agency (AFLMA), May 2001. The majority of the writings deal with improving specific facets of Air Force logistics, supply, transportation, maintenance, contracting, and prepositioning. However, other works have been included that focus on logistics thought, theory, crime, and history. Much of the material is based on work performed by the staff at the Air Force Logistics Management Agency. The text can be viewed online or downloaded in PDF format. United States Transportation Command This organisation unites the Air Mobility Command, Military Sealift Command and the Military Traffic Management Command. The site gives details about USTRANSCOM's organisation, mission and history and links to the individual sites of each command. It also provides a photo archive; top stories which include news, annual reports, Congressional testimonies and a news and video archive; and biographies of people involved in the command. It is also possible to access full text publications produced by USTRANSCOM and the Department of Defense relating to transportation command and mobility. URS Corporation : EG&G Division This is the web site of the EG&G Division, a leading provider of management and technical services to the United States government and federal agencies, primarily the Departments of Defense and Homeland Security. The company is organised into two principal groups; Aerospace Technical Services (ATS) and the Engineering and Technology Services (ETS). The site contains information about the organisation, its activities, portfolio and contracts. US Material Command (AMC) This provides information on the nine major subordinate commands directing the activities of numerous depots, arsenals, ammunition plants, laboratories, test activities, and procurement operations.
