This is the full text pdf version of the report (7.4 Mb). It is the final report of the National Commission on Terrorist Attacks Upon the United States (also know as the 9-11 Commission) which was set up to investigate the events surrounding the September 11, 2001 terrorist attacks on the United States. A Hundred Osamas: Islamist Threats and the Future of Counterinsurgency

This web sites provides access to a United States Strategic Studies Institute publication written by Sherifa Zuhur dated January 2006. This monograph takes its title from President Hosni Mubarak's prediction that American involvement in Iraq would give rise to a "hundred Osamas." The author explores "the new jihad" and the regeneration of Islamist insurgencies and extremist movements in the context of religious and political movements throughout the Muslim world. It describes the contributions of various Islamist leaders to this discourse of extremism and how their strategies of recruitment, retention and engagement function. A Military Guide to Terrorism in the Twenty-First Century

This is reference guide prepared from the U.S. Army Training and Doctrine Command, Assistant Deputy Chief of Staff for Intelligence-Threats. Understanding terrorism spans foreign and domestic threats of nation-states, rogue states with international or transnational agent demonstrations, and actors with specific strategies, tactics, and targets. A central aspect of this terrorism guide comprises foreign and domestic threats against the United States of America in a contemporary operational environment. This document provides an introduction to the nature of terrorism and recognition of terrorist threats to US military forces. A common situational awareness by US military forces considers three principal venues: forces that are deployed, forces that are in transit to or from an operational mission, and forces that are primarily installation or institution support. Compiled from open source materials, this handbook promotes a 'Threats' perspective and enemy situational awareness of US strategies and operations in combating terrorism.


A More Secure World : Our Shared Responsibility : Report of the Secretary General's High Level Panel on Threats, Challenges and Change

Published in December 2004 by the United Nations, this report sets out the UN's vision for collective security in the twenty first century and looks at threats to international security, policies for prevention, response to threats and the use of military force, how the UN can meet 21st century needs, and the future. Part one looks at building a new security consensus including the case for collective security, limits of self protection and sovereignty. Part two looks at collective security and the challenge of prevention including poverty, conflict between and within states, nuclear biological radiological and chemical weapons, terrorism, transnational organised crime and sanctions. Part three coverscolelctive security and the use of force including legality, legitimacy, peacekeeping and post conflict peacebuilding. Part four looks at how to make and organisationally more effective UN. The report is available in English, Arabic, French, Russian and Spanish.


Action Against Terrorism: Council of Europe

The Council of Europe created this website to provide information on its work in the fight against terrorism after the September 11 2001 attacks. Work of the Committee of Experts in Terrorism is included as well as free access to press releases, resolutions, reports and legal documents relating to counter-terrorism. This covers a wide range of issues including security measures and terrorist funding. Documents are in pdf.


Agroterrorism : Threats and Preparedness

This is the full text pdf version of the Congressional Research Service (CRS) Report for Congress, RL3251, published in August 2004 and written by Jim Monke, Analyst in Agricultural Policy, Resources, Science and Industry Division. It looks at the national security threat posed by terrorist attacks against agricultural targets (agroterrorism). The chapters cover agriculture as target, federal recognition of agroterrorism threats, possible pathogens that could be used in a plant or animal attack, countering the threat through deterrence and prevention and detection and response, and issues for Congress.


Airline Safety Records and Comparisons

This site is devoted to recording the safety records of US airlines. It allows users to compare each airline's history of accidents, incidents and near mid-air collisions. This can be done by viewing the five year and one year average tables. The statistics are calculated from data provided by the FAA, NTSB (National Transportation Safety Board) and the US Department of Transportation, and the site explains how the calculations are carried out.

America Responds to Terrorism

Part of the White House's Department of Homeland Security, this site provides information on America's response to terrorism since September 11th. It contains information on presidential action, homeland security strategy, diplomatic, investigative, financial and humanitarian action. There is also a military section which provides an update on the war on terrorism in America and abroad. The site also links to the Department of Homeland Security which gives access to legislation such as the Homeland Security Act.


America's Day of Terror

This is a BBC News special report on the 11th September 2001 terrorist attacks on the United States of America. It contains an overview of events including the hijackings of aeroplanes; the World Trade Center attacks and a guide to the Twin Towers; images from the crash zones; eye witness accounts; President Bush's address to the nation; and the 9/11 Commission Report.


America's War on Terrorism

This site is provided by the Federation of American Scientists, FAS. It provides resources to aid in the analysis of emerging security policy and counter terrorism doctrine which have been brought about as a result of the 11th September 2001 terrorist attacks on the United States. The site is divided into five topic areas: anti terrorism and the arms trade; information security; strategy and weaponry; technology for training against terror; terrorism and WMD.


American Bar Association Task Force on Terrorism and the Law: Report and Recommendations on Military Commissions 2002

This is a copy of a full text report published by the American Bar Association in January 2002. It examines the legal authority of military commissions, focusing specifically on their use to detain terrorist suspects in the light of the 'war against terrorism'. Report provided by the Emergency Response and Research Institute and edited by Jeremy Zakis. The report provides a definition of terrorism, information on September 11, lists of terrorist organisations, an international terrorism situational assessment and terrorist statistics for 2000 and 2001.


Anti Terror Measures at US Nuclear Plants

Written by Eban Kaplan and published by the Council on Foreign Relations in April 2006. The paper looks at concern over the security of United States nuclear facilities following the 9/11 terrorist attacks. It looks at why nuclear plants are attractive targets for terrorists; who is responsible for securing facilities; what security measures are in place and whether they are adequate.


Anti-Terrorism, Crime and Security Act 2001 : Chapter 24

This Act of Parliament was produced in response to the September 11 terrorist attacks in the United States. Its aim is to strengthen powers to counter the risk of an international terrorist attack in the UK. It covers terrorist property, freezing orders, disclosure of information, immigration and asylum, race and religion, weapons of mass destruction, security of pathogens and toxins, security of nuclear industry, aviation security, police powers, and the retention of communications data.


Anti-Terrorism, Crime and Security Act 2001 Review : Report

This site provides access to a full text pdf version of the report, HC 100, published in December 2003, and written by the Privy Counsellor Review Committee chaired by the Rt Hon Lord Newton of Braintree. Also known as the Newton Report, this paper examines the emergency legislation passed in response to the international terrorist threat highlighted by the 11 September 2001 terrorist attack, The Anti-Terrorism, Crime and Security Act 2001. It raises concern about Part 4 of the Act, which allows the detention of foreign nationals suspected of terrorist involvement without charge - a derogation from the right to liberty under the European Convention on Human Rights.


Aviation Security International : the Journal of Airport and Airline Security

This bimonthly magazine covers security issues within the aviation industry. Although only subscribers can view the full text of the magazine, there is a considerable amount of content that can be viewed free of charge. This includes the editorial of each issue and 'Airwatch', a record of incidents of hijacks, attempted hijacks, air rage, sabotage and airport attacks. A buyers guide provides details of suppliers of products such as weapons detector devices, access control products and baggage reconciliation equipment.


Backgrounder : Hamas

Provided by the Council on Foreign Relations, CRF, this site provides a background paper on Hamas, the Palestinian militant group notorious for its suicide bombers and terrorists who operate against Israel and have attacked the West Bank and Gaza Strip. The paper provides an overview of what Hamas is and its origins, who its leaders are, where they operate, their ideology, and the recruitment and training of suicide bombers.


Backgrounder : Iraq's Insurgency After Zarqawi

Provided by the Council on Foreign Relations in June 2006 and written by Lionel Beehner, this paper looks at the implications of the death of Abu Musab al Zarqawi the leader of the al Qaeda foreign contingent of the insurgency in post war Iraq. BBC News : In Depth : Bali Terror Attack

News site on the terrorist attacks on a nightclub area of Kuta, Bali on 12th October 2002. The bombing was aimed at a popular nightspot amongst foreign tourists and killed over two hundred people. The site provides information on the bombings, the bombing suspects and their trials and their suspected involvement in Islamic militant group Jemaah Islamiah. There is also a resource on Indonesia's flashpoints, which explains regional rebellions and conflicts and a factfile on Indonesia's Muslim militant groups.

This site provides information and the latest news and investigations on the terrorist attack on four trains in Madrid, Spain on the 11th March 2004. The site provides a summary and timeline of events and a map of the stations that were affected. It contains eye witness and accounts and the debates on which organisation is likely to have been responsible for the attacks - Islamic militants which could be linked to Al Qaeda or the Basque separatist group, ETA.

Bearers of Global Jihad? Immigration and National Security After 9/11

This is the full text pdf version of the monograph written by Robert S. Leiken, published in 2004. Biosecurity: Limiting Terrorist Access to Deadly Pathogens

This web site provides access to the full text of a paper by Jonathan B. Tucker which was published by the United States Institute for Peace in November 2003. The paper examines the potential threat of terrorist threats from biological agents and biological weapons in the wake of events of September 11, 2001. It then assesses US and international measures and legislation to prevent terrorist access to them. It should be noted that the full text is in pdf format and so requires access to an Adobe Acrobat Reader for use.


Bounding the Global War on Terrorism

This pdf report was written by Dr Jeffrey Record, and published by the US Army War College, Security Studies Institute in December 2003. The report examines the three years of the War on Terror, since its inception in September 2001. It focuses on three areas; the American administraion's postulation of the terrorist threat, the scope and feasability of the United States' war aims, and the war's fiscal, political and military sustainability. The author calls for a bounding of the war on terror and reducing its scope to more accurately reflect US security interests and to bring clarity and clear objectives to the mission.


Britain and the Fight Against International Terrorism (2000)

This is one of the 'Focus International' series of briefings from the United Kingdom Foreign and Commonwealth Office (FCO). It is freely available to download from the Web site as an 11 page Adobe Acrobat PDF file. This briefing outlines the main principles underpinning Britain’s counter terrorism policy. It discusses topics such as hostage-taking, kidnapping, Lockerbie, Northern Ireland and the changing international face of terrorism. The purpose and progress of the Terrorism Bill 1999 are also briefly summarised and a list of United Nations and European conventions addressing terrorism is included. This briefing is an update of an earlier FCO document, Combating International Terrorism (1998).


Brunel Centre for Intelligence and Security Studies

The BCISS is Britain's first academic intelligence research and policy centre; based within the Brunel Business School at Brunel University it was established in 2003. The centre provides an academic forum for the study of intelligence programmes and institutions worldwide. The web site provides details about the aims of the group, its research team, reports and publications and current projects.


Center for Civilian Biodefense Strategies

The Center's aim is to increase national and international awareness of medical and public health threats caused by biological weapons, and is a part of the Schools of Medicine and Public Health at Johns Hopkins University. The site contains information about the Center for Civilian Biodefense Studies, biological agents fact sheets, events and news. It also has a library with full text links to reports, congressional testimonies, book reviews, a bibliography of recommended reading, and internet links to other sites of interest.


Center for Defense Information : Terrorism Program

This is a site designed to provide information on the United States War on Terrorism. It provides news on terrorism prevention, threat warnings, foreign terrorist organisations and updates on Operation Enduring Freedom in Afghanistan. It contains full-text papers on the response to terrorism, information on terrorist networks, details of known terrorist organisations, American foreign policy, and homeland security policies and legislation.


Center for Defense Information

Organisation whose research is based on promoting awareness of security related issues through providing information on subjects such as security policy, strategy, weapon systems and military operations. The site contains full text research papers on US and European defence policy, terrorism, the arms trade, international conflicts, nuclear proliferation and peacekeeping. The site also links to the full text of its journal the Defense Monitor.


Center for Nonproliferation Studies : Chemical and Biological Weapons Resource Page

The Center for Nonproliferation Studies (CNS) based at the Monterey Institute of International Studies, is a United Sates non governmental organisation devoted to research and training on nonproliferation issues in order to combat the spread of weapons of mass destruction. This site provides resources on chemical and biological weapons proliferation and terrorism. From these sections relevant articles, papers and reports from other web sites are grouped together. There is also access to CNS publications which provides details of books, full text occasional papers and Nonproliferation Review articles. It has a large list of chemical and biological weapons and WMD terrorism web links, and also links to the CNS main web page.


Center for the Study of Bioterrorism : Institute for Biosecurity : Saint Louis University School of Public Health

This site is provided by the Saint Louis University School of Public Health. It contains resources on category A agents including anthrax, smallpox, plague, botulism, tularemia and VHF. The resources for each agent include quick reference guides and fact sheets, education and training, internet resources, news and journal articles, official remarks and reports and key documents. There are also sections on ricin, general bioterrorism, and chemical, radiological and nuclear terrorism.


Centers for Disease Control and Prevention : CDC Emergency Preparedness and Response

Provided by the United States Department of Health and Human Services, this site contains information on agents, diseases and other threats with a focus on bioterrorism, chemical emergencies, radiation emergencies, mass casualties, natural disasters and severe weather, and recent outbreaks and incidents such as avian flu. The sections contain information, factsheets and full text documents for the general public and health professionals. The bioterrorism and chemical emergency sections contain alphabetical listings of agents including anthrax, plague, nerve gases, ricin and sarin. This site is also available in Spanish.


Centre for the Study of Terrorism and Political Violence (CSTPV)

The Centre for the Study of Terrorism and Political Violence was founded in 1994 at the University of St Andrews. It aims to investigate the roots of political violence, and to develop a body of theory covering its various elements. The Centre also aims to study the impact of violence and responses to it at societal, governmental and international levels. Full text articles on terrorism and political violence are to be found in the publications section.


Chemical and Biological Arms Control Institute (CBACI)

Based in Washington DC, the CBACI's aim is to provide training, programs and publications based on addressing global security and stability challenges. Its focus is on banning chemical and biological weapons. The site offers full text publications on nuclear biological and chemical terrorism, including the CBACI report Bioterrorism in the United States: Threat, Preparedness, and Response.


CNN In Depth Special : War Against Terror

News site providing information on the United States War on Terror. It contains information about September 11 and its aftermath. It also has details on the offensive in Afghanistan, including a section focused on Afghanistan which includes a history of the country and maps. There are also reports from the battlefield including pictures and details of Operation Anaconda and a map of military activity.


Comprehensive Risk Analysis and Management Network

Provided by the Center for Security Studies at the Swiss Federal Institute of Technology or ETH Zurich and run in cooperation with international partners in Sweden, Norway and Austria, the CRN is a Swiss and Swedish Internet and workshop initiative for international discussion on national security risks and vulnerabilities, critical infrastructure protection, and emergency preparedness. The web site provides details on research and activities; full text publications on risk analysis and management, critical infrastructure protection, biological terrorism and societal security and crisis management; and risk definitions and links to further related web sites.


Conflict Archive on the Internet (CAIN)

This is a multimedia database of information resources related to Northern Ireland conflict, politics and society. The archive goes back to 1968 and includes topics on issues and effects, research directories and the background to the conflict. Key events include hunger strikes, the peace process, Bloody Sunday, the Omagh bomb and the Sunningdale agreement. Key issues include violence, parades, politics and the media.


Confronting Passive Sponsors of Terrorism

This report is published by the Saban Center for Middle East Policy at the Brookings Institution and was written by Daniel L. Byman. It is designated Analysis Paper no. 4 and was published in February 2005. The report argues that for many terrorist groups, a state’s tolerance of or passivity toward their activities is often as important to their success as any deliberate assistance they receive. It analyses four countries that have passively supported, or at least tolerated, terrorism - Saudi Arabia, Pakistan, Greece and the United States. The full report is available in PDF format.


Council for Security Cooperation in the Asia-Pacific

The Council for Security Cooperation in the Asia Pacific (CSCAP) is a non-governmental organisation. Its main concern is with promoting research and dialogue in matters relating to international security in the Asia Pacific region. This includes matters like coverage of nuclear security, terrorism and transnational crime. Countries covered include: Cambodia, Vietnam, Malaysia and Korea. The web site provides details on the aims of the body, its membership and activities. It also includes the text of its newsletters from 1994 to present,conference reports lists of publications and details of ongoing research.


Counter Terrorism Committee

The Counter Terrorism Committee (CTC) is a body of the United Nations which is made up of states of the UN Security Council. It was established after the September 11 attacks, and its aim is to promote national and international counter-terrorism actions and legislation. The web site has press releases, full text reports, resolutions and statements. Reports include those on UN nations measures taken to comply with UN terrorism resolutions covering anti-terrorist laws.


Counter Terrorism in Somalia : Losing Hearts and Minds?

This is the full text pdf version of International Crisis Group Africa Report No. 95, published on 11th July 2005. The report looks at the rise of an independent jihadi network in Mogadishu from 2003, which is believed to have links to Al Qaeda and the US led counter terrorism response. Since the formation of the new Transitional Federal Government (TFG) for Somalia, in October 2004, tensions between terrorists and counter-terrorist operatives in Mogadishu have increased and the country is at risk of further jihadism and extreme violence unless the root causes of the conflict are tackled. Countering International Terrorism : The United Kingdom's Strategy

Counterterrorism in African Failed States: Challenges and Potential Solutions

This web site provides access to a United States Strategic Studies Institute publication by Thomas Dempsey dated April, 2006. Terrorist groups operating in Sub-Saharan Africa failed states have demonstrated the ability to avoid the scrutiny of Western counterterrorism officials, while supporting and facilitating terrorist attacks on the United States and its partners. The potential acquisition of nuclear weapons by terrorists makes terrorist groups operating from failed states especially dangerous. U.S. counterterrorism strategies largely have been unsuccessful in addressing this threat. A new strategy is called for, one that combines both military and law enforcement efforts in a fully integrated counterterrorism effort, supported by a synthesis of foreign intelligence capabilities with intelligence-led policing to identify, locate, and take into custody terrorists operating from failed states before they are able to launch potentially catastrophic attacks. Final Report of the National Construction Safety Team on the Collapses of the World Trade Center Towers (Draft)

This report (September 2005) is from the Federal Building and Fire Safety Investigation of the World Trade Center Disaster and is a draft for public comment. It is the final report on the National Institute of Standards and Technology (NIST) reconstruction of the collapses of the World Trade Center (WTC) towers, the results of an investigation conducted under the National Construction Safety Team Act. This report describes how the aircraft impacts and subsequent fires led to the collapses of the towers; whether the fatalities were low or high, including an evaluation of the building evacuation and emergency response procedures; what procedures and practices were used in the design, construction, operation, and maintenance of the towers; and areas in current building and fire codes, standards, and practices that warrant revision. Fourth-Generation War and Other Myths

This web site provides access to a United States Strategic Studies Institute publication written by Antulio Echevarria dated November 2005. Fourth Generation War (4GW) emerged in the late 1980s, but has become popular due to recent twists in the war in Iraq, and terrorist attacks worldwide. In brief, the theory holds that warfare has evolved through four generations: 1) the use of massed manpower, 2) firepower, 3) maneuver, and now 4) an evolved form of insurgency that employs all available networks—political, economic, social, military—to convince an opponent's decision makers that their strategic goals are either unachievable or too costly. Further, the theory contends that this last form characterizes the terrorists' way of fighting today. Despite reinventing itself several times, the theory has several fundamental flaws that need to be exposed before it influences U.S. operational and strategic thinking. A critique of 4GW is both timely and important because examining the theory's assumptions exposes significant faults in other popular notions, such as the idea of nontrinitarian war, that might exert damaging influence over U.S. strategy and military doctrine. What we are really seeing in the war on terror and the campaign in Iraq and elsewhere is that the increased "dispersion and democratization of technology, information, and finance" brought about by globalization has given terrorist groups greater mobility and access worldwide. At this point, globalization seems to aid the nonstate actor more than the state, but states still play a central role in the support or defeat of terrorist groups or insurgencies. Going to War With the Allies You Have: Allies, Counterinsurgency, and the War on Terrorism

This web site provides access to a United States Strategic Studies Institute publication written by Daniel Byman dated November 2005. Washington must recognize that its allies, including those in the security forces, are often the source of counterinsurgency problems as well as the heart of any solution. The author argues that the ally's structural problems and distinct interests have daunting implications for successful U.S. counterinsurgency efforts. The nature of regimes and of societies feeds an insurgency, but the United States is often hostage to its narrow goals with regard to counterinsurgency and thus becomes complicit in the host-nation's self-defeating behavior. Unfortunately, U.S. influence often is limited as the allies recognize that America's vital interests with regard to fighting al-Qa'ida-linked groups are likely to outweigh any temporary disgust or anger at an ally's brutality or failure to institute reforms. Training, military-to-military contacts, education programs, and other efforts to shape their COIN capabilities are beneficial, but the effects are likely to be limited at best. Ministry of Defence : United Kingdom’s Future Nuclear Deterrent Capability

This gives access to a UK National Audit Office Report dated November 2008. The report takes an initial look at the Ministry of Defence’s (the Department’s) programme for implementing the Government’s decision to maintain the United Kingdom’s nuclear deterrent capability beyond the life of the current Trident system. This is the full text pdf version of the NCTC report, published on 27th April 2005. New Zealand Aviation Security Service

Office of Anti-Terrorism Assistance

The US government runs the Office of Anti-Terrorism Assistance and offers training to foreign law enforcement professionals in techniques relating to counter-terrorism. Its web site provides information on its purpose and recent activities. It includes access to recent press releases and annual reports. These reports provide details of US foreign aid programmes and international assistance in counter- terrorism training. Some parts of the site require registration to access training information.

Prevention of Terrorism Act 2005 : Chapter 2

This site provides access to the full text of the Prevention of Terrorism Act, published on 14th March 2005. This legislation replaces the power of indefinite detention without trial of foreign nationals suspected of involvement in terrorism, as outlined in the Anti-Terrorism Crime and Security Act 2001: Chapter 24, and replaces it with control orders that can be used against anyone suspected of terrorist involvement regardless of their nationality or terrorist cause. The Act covers the power to make control orders, making of non derogating control orders, arrest and detention, duration of control orders, criminal investigations, and appeals and other proceedings.


Prevention of Terrorism Bill : Preliminary Report : Ninth Report of Session 2004-05 : Report and Formal Minutes

This site provides access to the full text report written by the House of Lords and House of Commons Joint Committee on Human Rights, HL Paper 61 HC 389, published on 25th February 2005. It is a preliminary consideration of the human rights issues arising from the Prevention of Terrorism Bill and the Home Secretary's Statement to the House on 22nd February 2005; a more detailed analysis will follow. The chapters look at positive aspects from a human rights perspective and also address concerns over human rights compatibility such as: the necessity for 'derogating control orders', which will restrict an individual's liberty; the lack of prior judicial involvement in giving out such orders; the use of a special advocate procedure in deprivation of liberty cases; and the limited judicial control of non-derogating control orders.


Prevention of Terrorism Bill

This site provides access to the full text of the House of Commons Bill 61, published on 22nd February 2005, in html and pdf format and links to the Explanatory Notes to the Bill, Bill 61-EN, prepared by the Home Office. The Bill provides the Home Secretary the power to place control orders on any individual in order to prevent or control further involvement in terrorism related activity. These orders would be tailored to individuals and may include prohibitions on the possession of certain items, restrictions on movement and communications and requirements on place of abode. The chapters cover the power to make control orders, derogations from the right to liberty, duration and renewal of orders, and appeals relating to derogating and non-derogating orders.


Psychology of Terrorism

This report was written by Professor Randy Bourn, Associate Professor of the Department of Mental Health Law and Policy, University of South Florida, and was published in 2004. The report reviews professional and scientific literature on the psychology of terrorism in order to better understand the motivations and reasons for terrorist behaviour. The chapters look at: the psychological approaches to understanding terrorism including, instinct, drive, social learning, and cognitive theories and biological factors; first generation psychological research on terrorism such as psychoanalytic theory and narcissism; and contemporary psychological research on terrorism.


Report of the 7 July Review Committee

This site provides access to the findings of the London Assembly 7 July Review Committee's investigation into the July 2005 London bombings, published in June 2006. It looks at the lessons that can be learned from the emergency response to the terrorist attacks. The report praises the acts of bravery of individuals involved in the emergency response but highlights that the systems and equipment that were meant to support rescuers were inadequate. It looks in particular at communications systems which were overwhelmed and makes fifty four recommendations to improve the way that such major incidents are managed. Report of the Inquiry into Australian Intelligence Agencies

Strategic Defence Review : A New Chapter

UN Action Against Terrorism

United Nations website which contains information on action by the Security Council and includes full text UN Resolutions, debates from the General Assembly and statements and reports from the Secretary General. There is a link to the latest UN news on the War on Terrorism, the full text of Chapter 7 : Action with Respect to Threats to the Peace, Breaches of Peace, and Acts of Agression from the UN Charter, and links to the UN Symposium on Terrorism and Disarmament. The site is also available in Arabic, Chinese, French, Spanish and Russian.


Undermining Terrorism

Undermining Terrorism is a portal for research on terrorism and is maintained by the John F. Kennedy School of Government, at Harvard University. It provides access to a wealth of resources relating to all aspects of terrorism and counter -terrorism. Topics include news stories, details of new legislation, conference reports and full text articles, commentary and reports. Topics covered include: American homeland security and counter-terrorism preparation, international security and diplomacy, analysis of threats from specific terrorist organizations, nuclear , chemical and biological terrorism. It should be noted that some materials are in pdf format and therefore require access to an Adobe Acrobat Reader for use.


Understanding why terrorist operations succeed or fail

The authors argue that analysis of past success or failure of a terrorist operation and likely future success should consider the match or mismatch between three key sets of characteristics: (1) terrorist group capabilities and resources, (2) the requirements of the operation it attempted or is planning to attempt, and (3) the relevance and reliability of security countermeasures.


United States Senate Select Committee on Intelligence

The United States Senate Select Committee on Intelligence is a parliamentary committee which oversees and reports on intelligence programmes and services funded by the US government. The web site provides information on the function and jurisdiction of the committee, its membership and activities. It includes access to recent press releases, transcripts of hearings and full text reports and documents. Topics covered by these include: the work of the CIA, American intelligence services, homeland security, national security, espionage and international surveillance, defence policy, intelligence information and the war against terrorism and the intelligence available about Saddam Hussein and weapons of mass destruction prior to the 2003 Gulf War. US Department of State : Counter Terrorism Office

The Office of Counterterrorism is part of the US Department of state, and coordinates all US Government efforts to improve counterterrorism cooperation with foreign governments. The site provides access to a range of resources including the 'Patterns of global terrorism' report, press releases, fact sheets on aspects of terrorism and reactions to current terrorist incidents.


NDU Press

Provided by the National Defense University Institute for National Strategic Studies, NDU INSS, this site provides access to full text NDU Press publications. These include the journal Joint Force Quarterly; books; McNair Papers, Occasional Papers; Strategic Assessments; translated publications; and Annual Chairman of the Joint Chiefs of Staff Strategic Essay Contest winners. Subjects covered by the publications include national security strategy, defence policy, national military strategy, regional security affairs, and global strategic problems. The site can be browsed and there are also pdf subject and author indexes.


National Defense University : Institute for National Strategic Studies

The INSS is a policy research and strategic gaming organisation within the National Defense University which serves the United States Department of Defense, its components, and interagency partners. Established by the Secretary of Defense in 1984, INSS is comprised of four components: the Research Directorate; the National Strategic Gaming Center; the Publication Directorate; and the Conference Directorate. The site provides details on the Institute and its activities; strategic policy studies and the documents arising from them; regional security studies; a Congressional strategic policy forum; and interagency ITEA program.


War on Terrorism : CIA

This site was established by the Central Intelligence Agency (CIA) to provide coverage of the CIA's efforts in combatting terrorist activity in the post September 11, 2001 period. It includes access to press releases, written statements, testimony to Congress, reports and fact sheets on all aspects of activity. Topics covered include: homeland security; intelligence action against terrorist groups; chemical,biological and nuclear weapon threats and incidents.


Weapons of Mass Destruction Commission

Launched in December 2003 and chaired by Dr Hans Blix, the Weapons of Mass Destruction Commission, WMDC, was established on an initiative by the late Foreign Minister of Sweden, Anna Lindh, acting on a proposal by then United Nations Under Secretary General Jayantha Dhanapala. The mission of the WMDC is to identify proposals for international cooperation on non proliferation, arms control and threat reduction of weapons of mass destruction, including nuclear, biological, chemical and radiological weapons and the means of delivering them. The Commission is also concerned with possible links between these issues and terrorists. Worldwide Incidents Tracking System (WITS)

Hosted by the United States National Counterterrorism Center; this is the NCTC's database of worldwide terrorist incidents. It enables searches for data and statistics on significant terrorist incidents by date; location; event type e.g. armed attack, hijacking, suicide bomb; perpetrator characteristic e.g. Christian extremists, hindu, Islamic extremist, neonazi; facility target by type, characteristic, nationality, and damage costs; victim target by type, characteristic and nationality; and a statistics search. There are also full text reports available which summarise major terrorist incidents in 2004 and 2005.


www.terror.net: How Modern Terrorism Uses the Internet

This web site provides access to the full text of a report published by the United States Institute of Peace in March 2004. The report considers the nature and usage of the Internet by terrorist groups such as Al-Qaeda. It includes a survey of how they use the Internet to attract and retain support and the content of a number of terrorist organisation web sites. Users should note that the report is in pdf format and therefore requires access to an Adobe Acrobat Reader for use.
