Environment A Performance Review of FEMAs Disaster Management Activities in Response to Hurricane Katrina This is the pdf version of the report, OIG 06 32, produced by the US Department of Homeland Security Office of Inspector General, Office of Inspections and Special Reviews, and published in March 2006. The report looks at the Federal Emergency Management Agency's disaster management activities in response to Hurricane Katrina. In particular whether the laws, regulations, plans, policies, procedures, guidelines, resources and the organisational structure of FEMA were adequate to meet emergency management needs. Agroterrorism : Threats and Preparedness This is the full text pdf version of the Congressional Research Service (CRS) Report for Congress, RL3251, published in August 2004 and written by Jim Monke, Analyst in Agricultural Policy, Resources, Science and Industry Division. It looks at the national security threat posed by terrorist attacks against agricultural targets (agroterrorism). The chapters cover agriculture as target, federal recognition of agroterrorism threats, possible pathogens that could be used in a plant or animal attack, countering the threat through deterrence and prevention and detection and response, and issues for Congress. Centers for Disease Control and Prevention : CDC Emergency Preparedness and Response Provided by the United States Department of Health and Human Services, this site contains information on agents, diseases and other threats with a focus on bioterrorism, chemical emergencies, radiation emergencies, mass casualties, natural disasters and severe weather, and recent outbreaks and incidents such as avian flu. The sections contain information, factsheets and full text documents for the general public and health professionals. The bioterrorism and chemical emergency sections contain alphabetical listings of agents including anthrax, plague, nerve gases, ricin and sarin. This site is also available in Spanish. Country Indicators for Foreign Policy The CIFP project is a collection of international data gathered from statistical sources which convey the demography, economics, social development, environment, political climate and internal stability, military capability and risk/conflict potential of the world's countries. The statistics span from 1985-2000 and form performance indicators for 196 countries. The indicators can be viewed by year as a map; or indicators, countries, regions and years can be selected and seen in a table. The site also contains full text risk assessment reports and country briefs; and country ranking tables for the indicators from 1996-2000. Global Outbreak Alert and Response Network - World Health Organization The Global Outbreak Alert and Response Network (GOARN)of the World Health Organization is a technical collaboration of existing institutions and networks using human and technical resources for the rapid identification, confirmation and response to outbreaks of disease which are of international importance. Hurricane Katrina : Better Plans and Exercises Needed to Guide the Military's Response to Catastrophic Natural Disasters This is the full text pdf version of GAO 06 643, the United States Government Accountability Office Report to the Congressional Committees published in May 2006. The report investigates the Department of Defense emergency reponse plan for providing military personnel to assist civil authorities in times of disaster and makes recommendations based on the emergency response and disaster management in the wake of Hurricane Katrina in the US during June 2005. Sudan: Conflict in Darfur This web site provides access to the full text of House of Commons Research Paper 04/51 which was published in June 2004. It examines the conflict in Sudan. Included is a background history to the conflict and civil war in Sudan and the response of the international community to the humanitarian crisis analysed. Appendices contain maps of the region. Users should note that the paper is in pdf format and therefore requires access to an Adobe Acrobat Reader for use. Swine influenza - Statement by WHO Director-General, Dr Margaret Chan 25 April 2009 In response to cases of swine influenza A(H1N1), reported in Mexico and the United States of America, the Director-General convened a meeting of the Emergency Committee to assess the situation and advise her on appropriate responses. The establishment of the Committee, which is composed of international experts in a variety of disciplines, is in compliance with the International Health Regulations (2005). The first meeting of the Emergency Committee was held on Saturday 25 April 2009. After reviewing available data on the current situation, Committee members identified a number of gaps in knowledge about the clinical features, epidemiology, and virology of reported cases and the appropriate responses. Brief report by the Director General of the World Health Committee regarding the current situation in Mexico and cases elsewhere of H1N1 influenza which constitutes a public health emergency of international concern. The Director-General states that current events constitute a public health emergency of international concern, under the Regulations. The Director-General recommends that all countries intensify surveillance for unusual outbreaks of influenza-like illness and severe pneumonia. The Verification Research, Training and Information Centre VERTIC is a London based independent research organisation established in 1986. VERTIC's work is concerned with the verification and monitoring of international agreements and the site gives details of research projects taking place in the areas of arms control and disarmament, peace agreements and the environment. Some of VERTIC's publications can be viewed online in PDF format including copies of the annual Verification Yearbook and the bi-monthly newsletter, Trust and Verify. Other reports are freely available online and cover topics such as a guide to verifying environmental agreements, national laws enforcing the Biological Weapons Convention (BWC) and a handbook on verification and compliance. There are also databases of national legislation implementing the BWC and Iraqi weapons inspections. Patey. The paper looks at the impact multinational corporations can have on war torn socities and civil wars in the developing world, in particular international companies which extract natural resources such as oil, gas, timber, diamonds and other precious minerals. It looks in particular at the case of international oil companies in Sudan and provides a framework for clarifying behaviour of multinational corporations. |
