EU Security and Defence Policy : The First Five Years (1999-2004) This is the full text pdf version of a European Union Institute for Security Studies, EUISS, Task Force report published in August 2004, edited by Nicole Gnesotto. The report looks at European Security and Defence Policy (ESDP) which the European Union has been developing since the Cologne European Council of June 1999. The report provides a critical assessment of what ESDP is and what it has achieved in its first five years. The articles within the report look at the historical perspective, how ESDP works, missions for EU military forces, European capabilities, ESDP operations and the relationship between ESDP and NATO. Europa- The European Union Europa is the server for the European Union (i.e. the Parliament, the Council, the Commission, the Court of Justice, the Court of Auditors and other bodies of the European Union (EU)) The site is split into six main sections: news, activities, institutions, the EU at a glance, official documents, and information sources. 'News' provides statistics, press releases, a calendar and the official euro rates. 'Activities' provides details on many things such as culture, customs, energy, taxation, security etc. 'Institutions' gives details of the council, Parliament, Courts of Justice, committees and other agencies. 'The EU at a glance' provides information on the history of the EU, treaties, citiziens rights, travelling and more. 'Official Documents' contains the annual general report and European Council conclusions. Certain key issues are also covered on the site, including enlarging the EU, the World Trade Organisation (WTO) and employment. There is a What's New page as well. The site is also available in Spanish, Danish, German, French, Italian, Dutch, Portuguese, Finnish and Swedish. European Defence : A Proposal for a White Paper This is the full text pdf version of a European Union Institute for Security Studies, EUISS, independent Task Force report published in May 2004. The report looks at European Security and Defence Policy (ESDP) and assesses European capabilities in the light of likely generic security crisis scenarios that the EU could face in the decades to come and options for strengthening capabilities if military intervention were needed at the EU level. The report outlines the international context and the new world including terrorism threats and WMD proliferation, the new enlarged Europe and EU security strategy, and the new America including US security strategy and relations with the EU. It then looks at the development of the ESDP; outlines strategic scenarios that could occur in the future such as peace support, humanitarian intervention and homeland defence; and looks at capacities for autonomous action to the scenarios, deficiencies and ways of correcting any shortfalls in capability. Federal Research Division: Country Studies This site contains on-line versions of books previously published by the Federal Research Division of the Library of Congress in the Country Studies/Area Handbook series, sponsored by the U.S. Department of Army. The site, which is searchable and browseable includes history, government, military and lifestyle information for each country/area. The site does not include information on the UK, France Canada and other Western and some African nations. Green Paper : Defence Procurement This is the full text pdf version of the Commission of the European Communities Green Paper, COM(2004)608, published on 23rd September 2004. The paper outlines plans for the creation of a European defence equipment market, EDEM, in order to strengthen the competitiveness of the European defence industry and support the development of the EU's military capabilities under the European Security and Defence Policy, ESDP. The paper looks at the current state of defence procurement markets, their characteristics and the existing regulatory framework and considers possible lines of action. International Journal of Defense Acquisition Management Online defence acquisition management journal jointly published by Cranfield University at the Defence College of Management and Technology and the Acquisition Research Programme at the Graduate School of Business and Public Policy of the Naval Postgraduate School. Topics covered include acquisition and procurement policy; supply chain management; logistics, cost and project management; public budgeting and finance; engineering management; outsourcing; performance measurement; and through life capability management. Kosovo Force (KFOR) : Official Web Site of the Kosovo Force This site provides information and the latest news updates about KFOR including its structure, objectives, and the nations and troops that make up the contingent. There is background information including full-text documents relating to the foundation of the force, these include UN Resolutions and the Military Technical Agreement. There are also photographs, video footage and maps of Kosovo, the Balkans, Albania, Bosnia-Herzegovina, Croatia and Yugoslavia. There are also bi-weekly Civil Military Cooperation Situation Reports available, and links to further sites of interest. Operation Northern Watch Operation Northern Watch is the combined task force which is enforcing the no fly zone North of the 36th Parallel in Iraq, to monitor Iraqi compliance with United Nations Security Council resolutions. The partners in the operation are Great Britain, the United States and Turkey. The website provides details of the purpose of the mission and a chronology of the main military events. Also provided are news stories on air strikes against Iraq and the text of United Nations Security Council resolutions made against Saddam Hussein and Iraq. Photos, information on exercises, and operations are included along with publications and strategy information. Stabilisation Force (SFOR) in Bosnia and Herzegovina This site is the home page of SFOR. It provides information and news updates about SFOR, including its mission, organisation, the nations and troops involved, its history and the commanders of the contingent. There are key documents on the site which include the full text of the General Framework Agreement for Peace, 1995; factsheets on project harvest, operation joint resolve and mine and unexploded ordnance clearance. There is a history of Bosnia and Herzegovina from the third century BC to 1992, and general information about the politics, culture and economy of the region now. There are also photographs and articles on SFOR available. The site is also accessible in French. United Nations Peacekeeping Operations United Nations Peacekeeping Operations deploys troops and civilian personnel to areas of conflict, in order to contain the conflict and implement peacekeeping procedures. The website of this department provides a description of the nature and scope of the UN role in peacekeeping. It also offers information on current and past peacekeeping programmes. Each of the missions since the 1960s contains a summary of the objectives as well as a list of the UN fatalities and statistics on duration and expenditure. Also accessible on the site is the 'Year in Review 'annual report on ongoing missions and a glossary of the terms used. The site is available in English or French. Verification Research Training and Information Centre (VERTIC) This is the web site of a London-based independent research body concerned with international treaties and agreements and international agreements which impact on the international community, for example arms agreements. It is a non-profit-making organisation, funded by grants from foundations and trusts. The main areas of research are: peace and security, arms control and disarmament, and the environment. Current projects are listed on the site, for example the decommissioning of weapons in Northern Ireland. The site also lists publications,electronic and paper, and meetings and workshops. There is a list of recommended web sites. The main task of the organisation is to provide information to anybody who needs it, and their clients include the media, policy-makers, legislators, academics and students interested in the progress of agreements. |
