Command, Control, Communications, Computers and Information (general) Air Power Development Centre : 2000 Air Power Conference : Air Power and Joint Forces The 2000 Air Power Conference was organised by the Royal Australian Air Force and was held in Canberra over the period 8-9 May 2000. The theme was air power and joint forces and the challenges this brings - command, organisation, cooperation, planning, force balance and threat prosecution. The objective of the conference was to discuss and analyse those kinds of challenges. Topics addressed include globalisation, the evolution of the joint force, air power and asymmetric threats, the military use of space, air exclusion zones, the role of the media, command and leadership, and ethics and the profession of arms.

It contains the proceedings of the NATO Modelling and Simulation Group's conference held in Antalya, Turkey from 9-10 October 2003 titled, 'Command, Control, Communications and Intelligence (C3I) and Modelling and Simulation (M&S) Interoperability. The presentations discussed state of the art solutions and requirements for future research and development and technologies being produced by NATO nations. Commercial Multimedia Technologies for Twenty-First Century Army Battlefields: A Technology Management Strategy Produced by the US National Research Council Committee on Future Technologies for Army Multimedia Communications and published by the National Academies Press in 1995. This report describes how the battlefield of the future will be full of digital networks carrying vast amounts of information. CrossTalk : Journal of Defense Software Engineering An approved US Department of Defense journal, CrossTalk's mission is to encourage software engineering development in order to improve responsiveness, reliability and maintainability of the US war fighting capability. Data Information Fusion Defence Technology Centre This site provides access to the official website of the DIF, which is one of the UK Ministry of Defence's Defence Technology Centres (DTCs). The DTCs have been set up to bring together industry and academic experts in areas of technology with the MoD so they can work together to improve the UK's defence capabilities. The consortium is lead by General Dynamics UK who are the prime contractors. This site provides brief information on the research programmes which include Multi-Dimensional Fusion, Multi-Sensor Management, Situational Assessment and Human Factors Interface, and Tracking and Target Classification. Defence Transformation Portal which contains news, articles, resources, interviews and discussion areas on defence industry transformation and network centric warfare. It reports on the latest worldwide news and has a thirty day news archive which links to full text news articles. There are also monthly in-depth features and details of conference proceedings. Defense Advanced Research Projects Agency Information Processing Techniques Office (DARPA IPTO) This is the web site for an American organisation which carries out research into information processing technologies and systems for the defence industry in the areas of cognitive systems, command and control,language processing, high productivity computing, sensors and processing, and emerging technologies. The site includes details of current and completed research programmes and solicitations and staff details. There is also a link to the DARPA newsroom. European Aeronautic Defence and Space Company (EADS) EADS is one of the largest aerospace companies in Europe and was formed from a merger between French Aerospatiale Matra S.A. (Paris), the Spanish Construcciones Aeronáuticas S.A. (CASA, Madrid) and the German DaimlerChrysler Aerospace AG (Dasa, Munich). EADS covers the areas of Airbus, aeronautics (military aircraft, helicopters, regional aircraft), military transport aircraft, defence and security systems and space. This site provides product information and specifications, a photo gallery, press releases, employment and financial information plus the latest stock quotes. The site provides access to the service, support and an FAQ. IEEE Xplore Provided by the IEEE (Institute of Electrical and Electronics Engineers), this is the Web site of IEEE Xplore. Implications of Multilingual Interoperability of Speech Technology for Military Use This site provides access to a Research and Technology Organization (RTO) Technical Report, RTO-TR-IST-011, dated September 2004. The report was produced by the RTO Information Systems Technology Panel (IST/RTG-001). It presents the results of a study into the development and assessment of multilingual speech and language technology for military communications, command and control, intelligence, and training systems. Information Management Challenges in Achieving Coalition Interoperability Research and Technology Organization Meeting Proceedings, RTO-MP-064, 28-30 May 2001, Quebec Canada. It contains unclassified papers and the technical evaluation report presented at the RTO Information Systems Technology Panel (IST) Symposium. The papers focus on issues of interoperability during coalition operations, subjects covered include C4I (command, control, communications, computers and intelligence), information systems, network centric warfare, software technology and integrated systems. Lessons from Kosovo : The KFOR Experience This is the full text pdf version of the book edited by Larry Wentz, published by the Department of Defense Command and Control Research Program in July 2002. The book brings together a collection of essays on coalition command and control, civil military cooperation, information assurance, C4ISR interoperability, and information operations experienced by the NATO-led Kosovo Force (KFOR). Massive Military Data Fusion and Visualisation : Users Talk with Developers This report (RTO-MP-105) was published in 2004 and is the result of an interactive workshop held at the Norwegian Defence Logistics and Management College, Halden, Norway on 10-13 September 2002. It was organised into thematic discussion periods both in plenary sessions and in focus groups (“syndicates”). Each plenary discussion period was preceded by a small number of formal presentations on the particular theme, intended to provoke thoughts from the participants that were further developed in the working discussions. Military Data and Information Fusion This site provides access to the full text Research and Technology Organisation Meeting Proceedings of the Information Systems Technology Panel symposium held on 20-22 October 2003 in Prague. The number of the report is RTO-MP-IST-040 and was published in March 2004. The symposium looked at the latest research and technology in military data and information fusion. The papers cover topics such as integrated data environments, intelligence fusion, interoperability, information evaluation, Bayesian networks, and ontological approaches to military knowledge. Military Intelligence This site provides links to US military intelligence web sites. It has links to Department of Defense agencies; military agencies; command, control, communications, (computers), intelligence (C3I, C4I) centres; and military intelligence organisations. It is also possible to link to subject portals on economic intelligence and strategic intelligence which contains further information on historical links, espionage, satellites, terrorism and laws. Military Technical Academy The Romanian Military Technical Academy trains engineer officers in technical specialties such as armament, missiles, aircraft, armour, electronics, computer systems, engineering and geodetics. The site is also available in Romanian and French. Military.com Designed for America's military community, this site aims to meet the needs of military consumers. It is a joint service site and covers travel, careers, reunions, finance and merchandise, as well as military history, military equipment, military news and military operations. There are areas tailored specifically to members of the army, navy, air force, marine corps, coast guard, veterans and spouses which you have to register to use, but subscriptions are free. MITRE : Command, Control, Communication and Intelligence (C3I) : Department of Defense C3I FFRDC MITRE is a not-for-profit organisation that provides research support to the United States government. It operates Federally Funded Research and Development Centers for the DOD, FAA and IRS. This site focuses on research in cooperation with the Department of Defense. It provides substantial articles about research projects within the Center for Air Force Command and Control Systems (CAFC2S), the Center for Integrated Intelligence Systems (CIIS) and the Washington C3 Center (WC3C). NATO C3 Agency (Consultation, Command and Control) This site gives information about NATO's NC3A (consultation, command and control agency), which provides central planning, system integration, design, systems engineering, technical support and configuration control for NATO systems and installations. It provides an overview of the agency, details of products and services - including lists of publications and how to obtain copies, job vacancies, news and events and links to other NATO sites. NATO Code of Best Practice for Command and Control Assessment This site provides access to a Research Technology Organisation Technical Report, RTO-TR-081, by the RTO Studies Analysis and Simulation Panel (SAS), dated January 2004. The report presents a Code of Best Practice developed by SAS-026, which builds on the command and control (C2) assessment of the Research Study Group, SAS-002 in March 1999 (RTO-TR-009). The Code provides guidance on the assessment of C2 to support decision makers and researchers. Rongstad's Worldwide Military Pages This site provides links to a wide range of military sites. These links are grouped into subject areas, which include war and the history of war, the art of war, battles, military news, military books, information warfare, civilian internment, Iraq War, blogs, military web rings, the United States and weapons. Sabtech Industries COTS and ROTS NTDS I/O interface hardware and software products allow users to interface legacy naval military computer systems, peripherals, sensors and actuators with modern high speed PC, PCI, PMC and VME systems. The site provides news and information about the industry and company, and product information. Saygrove Electronics This is an independent UK contract electronics manufacturer providing a variety of design, manufacturing and testing services. Products include those of interest to the defence industry such as electronic defence sub-systems through to smartcard readers and printed circuit assemblies for the communications market. Areas of defence expertise include missiles, mine clearing, naval sonar, fuses and vehicular communication electronics. Signal Magazine This is the official journal of the Armed Forces Communications and Electronics Association (AFCEA), its focus is on communications, electronics, intelligence and information systems. The site provides the full text of selected articles from the current issue and archives to December 1995. The site provides a subject index of articles, information on AFCEA, and further products such as the Source Book. Signature Technology Laboratory (STL) This is part of the Georgia Tech Research Institute (GTRI)and specialises in computer modelling and simulation capabilities in multi-spectral signature control, mainly for the field of aircraft and weapons systems designs. The laboratory carries out research which serves the Department of Defense, but also which is applicable to commercial and medical areas amongst others. The major areas of research are listed on the web site, and within those details of current research and projects. The main research groups are as follows:- electromagnetic materials and structures; electromagnetic apertures and scattering; optical and infrared physics and phenomenology; secure information systems. SMi Conferences : Defence Events This site provides a list of defence-related conferences and briefings held by the business and information group SMi. The conferences, for which you can register on-line are aimed at military personnel, procurement executives, and government officials. The topics of the conferences are varied and include IT, missile and weapon technology, procurement, logistics and support and training and simulation. Proceedings of past conferences can also be bought on-line. Space and Naval Warfare Systems Command (SPAWAR) SPAWAR provides information technology and space systems for United States Navy and Department of Defense activities. Its mission is to provide the warfighter with knowledge superiority through developing, delivering and maintaining command, control, communications, computer, intelligence and surveillance systems that are effective, capable and integrated. The site provides information on SPAWAR including its mission, structure, biographies, and the annual report. There are also details of products, programs and field activities. Stretching the Network : Using Transformed Forces in Demanding Contingencies Other Than War This is the full text pdf version of RAND Occassional Paper OP-109-RC, published in April 2004. Written by David C. Gompert, Hans Pung, Kevin A. O'Brien, Jeffrey Peterson, and overseen by the RAND National Security Research division, it researches the capabilities and contribution networked armed forces could have to small scale operations other than war such as peacekeeping. The paper looks at networking capabilities and the nature of operations short of war; presents scenarios such as African genocide, unrest in the Gulf, Indonesian uprising, and counterterrorist action in Yemen; looks at which networking capabilities are most important and types of contingencies for which networking is most important, and interoperability between armed forces and civilian organisations. The Big Issue : Command and Combat in the Information Age This is the full text pdf version of the book edited by David Potts, originally published as SCSI (Strategic and Combat Studies Institute) Occasional Paper Number 45 in March 2002, it was reprinted by the Department of Defense Command and Control Research Program in February 2003. The book is part of the Information Age Transformation Series and brings together essays from the British Army's Directorate General Development and Doctrine on the impact technology and the information age will have on the UK armed forces. The first part of the book looks at philosophy and considers the revolution in military affairs and command in the information age. Part two looks at the possibilities and challenges and discusses the commander-centric approach, interoperability and the case for manned reconnaissance. The final and third part considers the prognosis for the future; tactical combat with C4ISTAR, asymmetric warfare, and the possible future face of warfare. The Information Warfare Site(IWS) This is a web site containing information about all aspects of computer security. It has a military history page which includes articles on defence, e-documents, defence news, and U.S. security news. There is a discussion forum and relevant links. The site is searchable. UK MoD Central Data Management Authority (CDMA) The CDMA is a tri-service and civil service organisation whose remit is to ensure the consistent definition of data across the Ministry of Defence in order to enable information systems interoperability. This website contains information on the CDMA including its mission, vision and tasks, and an explanation on the importance of data management. It also contains full text DG Information Information Exploitation (IX) Documentation including the BluePrint for Defence Information Exploitation, Knowledge Strategy and IX Principles. The policies section provides access to Joint Services Publication (JSP) 329 Issue 2 Version 4.0 Data Management Policy Set, which contains the detailed policies DM1 to DM10 which cover the Data Management Framework, MOD Policy on Data Naming, Data Interface Standards, Configuration Management and Data Definition Procedures. The site also links to the unclassified version of the Defence Data Repository (DDR). Usability of Information in Battle Management Operations This site provides access to a Research and Technology Organisation (NATO) Meeting Proceedings, RTO-MP-057. This contains papers from the the the RTO Human Factors and Medicine Panel (HFM) Symposium held in Oslo, Norway, 10-13 April 2000.
