A guide to tenders and contracts alerting services

This is Research and Technology Organization (RTO) AGARD-R-799, dated March 1993. This documents lists, for each of the NATO nations, the main services available for alerting potential bidders and others to government and defense tenders and contracts. This information was compiled by members of the Technical Information Panel of AGARD and the publication was sponsored by the panel. Bibliographic and abstract details are available in HTML format. Armada International

Bi-monthly magazine with a focus on technical aspects of defence equipment and services. It covers land sea and air forces internationally. The site provides the full text of the current issue and archives are available to 1997.


Coalition Information Interoperability

This is a Research and Technology Organization (RTO) Technical Report RTO-TR-IST-028, dated December 2008. This report provides a general and high level description of the activities of NATO RTO IST-028/RTG-010, Task Group on Coalition Information Interoperability. The main objectives of the TG were to identify major needs and potential technical solutions to provide information interoperability across NATO coalitions, and with other Non-Government Organisations (NGOs). The work developed along two related but distinct lines, firstly investigating the potential value of ontologies for describing military situations, and secondly using a structured data model approach. The primary results of the work were described in two major events, the first a Workshop held in Paris in November 2003, and with substantial international academic and military specialist support, and the second a NATO IST sponsored International Symposium, held in The Hague, 23-25 September, 2004. This report provides a summary description of these activities, the group’s major conclusions and its recommendations for further work in this important interoperability area. For example a much more focussed investigation on ontologies is needed. Since the objective is to improve coalition interoperability, this needs to be undertaken as a multi-national programme. In this report some of the results and conclusions from the TG are explained in more detail and some of the major problems illustrated. The second aspect was to look in Data Model Structures. Defense Express

Defense Express is an analytical bulletin created by the Center for Army Conversion and Disarmament Studies. It has military, political, economic and technical news. There are current defence news and archives of defence related news which is searchable by date. The site is available in English and Russian.


Defense News

News site providing daily summaries on the defence industry, defence policy and defence technology from around the world. It provides the world headlines as well as regional news and is also divided into subjects such as air, land and naval warfare. In order to access the full stories, registration is required which is free to subscribers of the paper version of Defense News. Other site available to subscribers include global directories, market forecasts, in depth reports and access to the current issue of the journal.


Federal Research Division: Country Studies

This site contains on-line versions of books previously published by the Federal Research Division of the Library of Congress in the Country Studies/Area Handbook series, sponsored by the U.S. Department of Army. The site, which is searchable and browseable includes history, government, military and lifestyle information for each country/area. The site does not include information on the UK, France Canada and other Western and some African nations.


International Cooperation with Partner Air Forces

This provides access to a Rand Organization publiation written by Jennifer Moroney ...[et al] and dated 2009. The U.S. Air Force faces a challenging environment as it devises an approach to managing security cooperation with partner countries. The important mission of countering terrorist and insurgent groups abroad requires working closely with allies and partner countries to strengthen security. Accordingly, current U.S. defense strategy emphasizes that the U.S. armed forces should prepare to do more to work “by, with, and through partners” to accomplish their missions. The U.S. Air Force could benefit from an enhanced process for identifying appropriate capabilities, as well as the ability to match these capabilities to candidate partner air forces and, where appropriate, build these capabilities into capacity through focused security cooperation. It is also important to identify other useful activities from other Services and key allies to enhance capacity-building and synchronize efforts to collectively pursue U.S. objectives. Five focus areas for implementing an enhanced approach to security cooperation are detailed: increased visibility into activities; strengthening processes for planning, evaluation, and resourcing; and creating institutions that treat security cooperation the same as other major Air Force priorities. International Journal of Defense Acquisition Management

Online defence acquisition management journal jointly published by Cranfield University at the Defence College of Management and Technology and the Acquisition Research Programme at the Graduate School of Business and Public Policy of the Naval Postgraduate School. Topics covered include acquisition and procurement policy; supply chain management; logistics, cost and project management; public budgeting and finance; engineering management; outsourcing; performance measurement; and through life capability management. Full text articles are available from 2008.


Medical Challenges in the Evacuation Chain

This is a Research and Technology Organization (RTO) Meeting Proceeding RTO-MP-HFM-157, dated March 2009. This Technical Evaluation Report summarises the proceedings at the Specialist Meeting 157, Medical Challenges in the Evacuation Chain. The presentations at the meeting gave a comprehensive insight into the present state of casualty treatment and patient evacuation in NATO and Coalition operations. After fundamental changes over the last decades, the medical support system is now relatively lean, with focus on early, sophisticated resuscitation and damage control surgery, followed by fast patient evacuation back to definitive treatment and recovery in the home nation. This development poses challenges to all stages of the patient evacuation chain, both in terms of availability and capability. The report draws conclusions with respect to the need for coordination and cooperation between NATO-countries, and makes recommendations for future efforts to this effect. North Atlantic Treaty Organisation (NATO)

This website provides information on NATO's policies and structures, official documents, press releases, speeches and publications and provides links to other relevant sites. Details are given on the latest news, ministerial meetings, NATO exercises and NATO in Kosovo. Information is available about NATO's organisation, its member & partner countries, and its civil & military structure and command. NATO agencies and staff vacancies are also covered. The online library provides fact sheets, documents and publications. The multimedia section provides images, video, internet broadcasts, audio and virual visits. Sub- sites include IFOR/ SFOR, Euro-Atlantic Partnership Council and Partnership for Peace (PfP). This site is also available in French.


Officer Selection

Research and Technology Organization Meeting Proceedings, RTO-MP-55, 9-11 November 1999, Monterey California. It contains papers presented at the Workshop of the RTO Human Factors and Medicine Panel about officer selection for the armed forces. The papers were presented by international civilian and military personnel managers and researchers covering subjects such as personnel selection and management, officer personnel, recruitment and job analysis.


Officer Selection

Research and Technology Organization Technical Report, RTO-TR-034, published in 2001. This is the final report on officer selection produced by the Human Factors and Medicine (HFM) Research and Study Group and follows on from the officer selection meeting proceedings in RTO-MP-55. It provides an overview of international officer selection procedures and presents the results of a survey on armed forces officer selection and personnel guidelines.


Optimizing Operational Physical Fitness

This is a Research and Technology Organization (RTO) Technical Report RTO-TR-HFM-080, dated Jan 2009. With the conclusion of the RSGs 4, 8, and 17, as well as the Workshop on Optimizing the Performance of Women in the Armed Forces of NATO, there remained open questions concerning mission-related testing and training. The Research and Technical Organization (RTO) recognizes the need to address these issues in light of the wide range of missions (coordinating humanitarian relief, coordinating emergency and relief operations in the event of a disaster, both nature and man-made, civil emergency measures, addressing instability caused by regional and ethnic conflicts, defence against terrorism and countering other threats to modern society) and increased deployment of NATO personnel on operations since 1997 (NATO in the 21st Century @ http:www.nato.int/docu/21-cent/html). The revised spectrum of NATO missions requires a new approach to operational physical fitness. Specifically, a new necessity to define, assess, evaluate and optimize physical capability by setting appropriate criteria and methodology was identified by an exploratory team that met in Spain in 2002. As a result of the exploratory meeting, Task Group 019 on Optimizing Operational Physical Fitness was established to determine the requirement for physical fitness for military personnel in order to prepare military personnel for physical task requirements, to prevent physical overburdening, and to reduce injuries. The efforts of RTG-019 Optimizing Operational Physical Fitness will represent the international agreement for evidence-based findings which may provide the basis for policy decision. This site provides a selection of military images relating to vehicles (air force, naval aviation, submarines, aircraft carriers, hovercraft), people (Army, Navy, Marines, Coastguard) and the environment (the results of nuclear explosions and military damage).


Secure Service Oriented Architectures (SOA) Supporting NEC

This is a Research and Technology Organization (RTO) Technical Report RTO-TR-IST-061, dated Jan 2009. This report describes the work of NATO/RTO IST-061 RTG-027 on “Secure Service Oriented Architectures (SOA) Supporting Network Enabled Capabilities”. The primary focus of this work has been the creation of a demonstrator for tactical data communication in a combined and joint scenario. In this scenario, Service Oriented Architecture technologies have been used to exchange information such as sensor data among different units belonging to different nations. The report explains how SOA technologies can be used to interoperate legacy systems in a way compliant with requirements identified by the NATO NEC Feasibility Study. Additionally, it provides a generic overview over the concepts of SOA and the technologies used in the demonstrator. The demonstrator itself is described from a conceptual point of view as well as on a more detailed level from the perspective of the individual participating organizations and companies. Finally, the results gained through the work of the group are explained, again from a group level perspective and the point of view of each organization or company. This site provides information and news from the Serbian Office of Communication. Through the news section details are available of current issues, politics, Kosovo & Metohia, the economy, culture & religion, and sport. As well as news from the foreign press, and statements of Government and Ministries. The site also provides sections with facts about Serbia, the Serbian government and the transition of the country. The site is also available in Serbo-Croatian.


US Army Center of Military History

The US Army Center of Military History maintains the official history of the US army in terms of organisation, structure and operations. The web site provides access to many full text documents including online papers and reports on the major conflicts which the army has been involved, from the 1800's to the present day. Included are: the War of Independence; First and Second World Wars; Vietnam War; Korean War and the Cold War. Battle accounts, financial documents and military law are also included. Access to the centers library catalogue is possible,there are guides to researching military history. Information on the history of organisational changes in the American Army and news on military history events are all included on the web site. There is also an image archive.
